These orders deal with the methods of crossing protection and with the removal of obstacles to clear vision at level crossings. They place cer- tain responsibilities upon both tame railway companies and the muni- cipalities. In order that the Railway Com- mission may be fully apprised of the conditions affecting a given railway crossing plans must be pro- vided showing "the layout in de- tail. The conditions governing the preparation of these plans call for approaches to railway crossings having a road surface not less than 20 feet wide, and where required the board may order a greater width. Where the railway is higher than the adjacent ground, the erec- tion of a fence is required to pre- vent the drifting of snow. Condi- tions are also provided in regard to the material to be used on cross- ings, Black and White Signs Dealing with the signs at rail- way crossings, the board has order- ed that they shall be painted white with black letters, shall generally be placed not more than 15 feet from the track and shall be at right angles to the highway facing ap- proaching vehicles. Where there are grades and curves on the ap- proaches, it is directed that the line of sight and illumination shall be the first consideration, and high- way-crossing signs shall be so place ed as to be readily illumined and visible from both sides of the track when users ofthe highway are a reasonable distance away. The regulations require that ev- ry highway-crossing signal upon the line of any railway company subject to the legislative authority of the Dominion Parllament shall be inspected every morning by an employee of the railway. It ig fur- ther provided that if the highway signal fails to operate or operates continuously, a flagman 'shall 'be placed at the crossing. Special Cases The new regulations in the or- dinary course of events apply to all crossings for which protection may be given in the future. It is specially directed by the board, however,' that in special cases it may upon application be ordered that any existing highway crossing be constructed so as to conform with the standards and require- ments set out in the new regula- tions. SAY ANGLO-FRENCH ACCORD 1S NEEDED Paris Circles State United Front on Reparations Essential Paris, April 4.--The need of a united front by Englana and France before the present onl- slaught of German diplomacy in settling the reparations problem was seen in French :wircles today as the agent which would further strengthen the spirit of the "en- tente cordiale." France has seized upon two Franco-British ceremonies for the general glorification of the en- entente and to affirm that the current mutual good feeling suvuid continue to grow. One of the ceremonies was that attended by Gen. Gouraud ana French war veterans at the ceno- taph at Whitehall, in London. The other was the ceremony at Cannes, yesterday, commemorating the 25th anniversary of the entente, when a .bronze tablet was acaicat- ed by H.R.H. the Duke of Con- naught. Both ceremonies were particu- larly colorful and were attended by highest dignitaries and officials in British and French public life. The French press pointed out that the occasions were non-political in character and were manifestations of the true state of felings between the two nations. .- Commenting on the status of the entente the Conservative news- papers her pointed out that the idea of warm friendship between France and Britain was inspired by the late Xing Edward VII, who believed that the civilzation ot Europe depended on: complete agreement between those two countries. / . The idea has been introduced from time to time in the discussions of marketing problems. But dhe de- partment of Agriculture and Wash- ington politicians who are actively interested in the farm problems of the United States, have general- ly pointed out that the exportable surplus of United Liverpool for all his surplus wheat. The principal problem to be solved in this year's special session of con- gress will be the maintenance of wheat prices at home while the American farmer has always re- sented the advantage which the Canadian farmer has in the export market. Lower freight rates and a closet affiliation with European retailers gave the Canadian farm- er an advantage. The American farmer would like to share in the advantage, but he is not willing to open the United States home market for Canadian wheat. Egloff pointed out that the aver- age automobile is only 20 per cent efficient in fuel consumption and that approximately 80 per cent of all its fuel is wasted.
