AID LACKING FOR THOSE PRONOUNCED CURED OF LEPROSY Carville, La., Jan. 28. -- Because there appears no one interested in aiding them to start life anew after years of incarceration in the Na- tional Lepers' Hospital here, two wo- men pronounced cured of leprosy and now able to leave the institution probably will remain as voluntary patients. The women, whose release was au- thorized by Acting Surgeon General C. C. Pierce, of the Public Health Service at Washington, are a 70- year-old native of Louisiana and a 28-year-old Mississippian. All relatives of the aged patient bave died during her 25 years of treaiment, while the younger woman expressed a desire to remain with ber mother who came here with the same disease five years ago. RURAL HEALTH UNITS SUCGESS IN (UEBEC PROVINCE Director of Health Bureau Urges Government Aid For Sanitary Units PLAN EXPLAINED Dr. A. Lessard of Quebec Health Department Is Keenly Interested Quebec, Que,, Jan, 28.--Three years of trial have demonstrated the efficiency of the eight rural county sanitary units which the provincial bureau of health has established for 10 counties of the province of Quebec, and if the dominjon heaith department wish- ed to make grants to the prove inces to aid in the health campaign there was no better way in which such aid can be given than in grants for that purpose, declared Dr. A. Lessard, director of the pro- vincial bureau of health, Dr, Les- sar said that while he believed there should be federal aid for the sanitary units throughout the country, such aid should be per- manent, "We do not want the federal government to make the grants for two or three or even five years and then withdraw their aid," said Dr, Lessard. "Experience has proven that the system we put into effect for the rural parts of Que- bec has been a success, The idea of sanitary units is not a new thing, for they have heen establish- ed in England and in the United States. After a visit four years ago to the United States, through the courtesy of 'the Rockefeller Foundation, I submitted the idea to the Hon. Athanase David pro- vincial secretary, and he gave me a free hand in the matter, with the result. that we are now reaping the benefits of the policy, The idea is to have the coun.ies themselves contribute to this system. It was a difficult matter at the outset to persuade - the rural municipal au- thorities to join with us, but they have seen the advantages of the system and the idea will grow in the province." Budget of Unit Dr. Lessard explained that the budget of a rural sanitary unit was around $12,000, sometimes running as high as $15,000, and after a three-year period the pro- vincial government contributes half of the cost. At the outset, ! however, the government's con- tribution is larger. Ior the first year the county contributes cnly one-fifth, for the second year it is one fourth, and the third year it is one-third, and thercafter the cost is equally divided as between the government and the county, 1he Quebec government has been help- ed in making its contributions by the Rockefeller Foundation, but. this help does not go beyond the third year. The Foundation con- tributes $3500 per unit the first year, $3000 the second year, and $2000 the third year, Dr. Lessard, referring to the manner in which the counties are being seized with the advantages of the system, said that before the end of six months the number of units would be in- creased from eight to 12, and the coun.ies cared for increased from 10 to 15. Dr. Lessard referred to some statistics, the latest available, to illustrate his point that the system is working out well, The first unit to be established was in the county of Beauce hence there is the ex- perience of three years to measure by. The general mortality for the year 1926 was 14.6 per thousand population; in 1927 it had drop- ped to 12.2 and in 1928 it was 11.6. Still more satisfactory are the figures as to infantile, mortality, based one each thousand births, In 1926 the rate was 121.5; in 1927 it had dropped to 112.4, and in 1928 it was down to 105.7. Strik- ingly iliustrative also are the fiz- ures for contagious disease, the figures being based on each 100,- 000 of population. In 1926 it was 195.9; in 1927 it was down to 120, and in 1928 it was 64.1. Improves The sanitary units operating in the counties of St. Jean and Iver- ville tell much the same story. The mortality rates for the three years mentioned were 12.3, 11.3 and 12.1, respectively. Infantile mor- tality dropped from a rate of 123.7 in 1926 to 66.9 in 1927 and went to 84.4 for 1928, while the figures for contagious diseases were 105, 98.6 .and 61.3, respectively, for the three years. These are the only two units which have been operating for three years. The unit in the county of Lake St. John has been functioning for two years. The mortality rate in 1926 was 14.7, in 1927 it was 14.8 and in 1928 it was 12.3. Infantile mortality in 1926 'was 118.9, went to 128.5 in 1927, and came down to 110.1 in 1928. Temiscouata unit has been op- erating a year and a half. General mortalit figures were 13.4 in 1926, to 12.9 dn 1927 and down to 11.7 in 1928, while the figures for infantile mortality for that county were 134.2 in 1926, dropped to 123 the year after and to 96.2 in 1928. The other units in the province are Joliette, operating eight months. Nicolet six months, St. Hyacinthe and Rouville, operating 014d floors finished like new. It consists in the estab- lishment, in a county or in two small neighboring counties, of what I might designate as a bur- eau of health in mimature com- posed of a full-time medical of- ficer, two or more public health nurses, a sanitary inspector charged with enforcement of the health reguiations and with the education of the municipal officers, together with a secreiary to handle the clerical work of the office which is generally located in the principal town of the eounty, The whole population of the county is thus submitted to constant super- vision on the part of this staff. Health education {is intensively carried on, a considerable amount of propaganda work is doue con- tinually, and not a single munici- pality escapes the a.tention of the officers of that unit. The medical officers cover all the parishes, meet there the civil and religious authorities, maintain cordial relations with local doctors, give public lec.ures announced the preceding Sunday by the cure in hte pulpit, ave friendly talks with mothers on the necessity of pre-natal, post-natal and pre- school hygiene, visit tte school and look after outbreaks of infec- tious diseases.
