SHIPPING FEVER HILLS 100 CATTLE Renfrew County Farmers Suffer By Serious Outbreak Cobden, Sept. 24--Over 100 head of cattle have died of hemmorrhagic septicemia, commonly known as ship- pi fever, in Bromley Township within the last few days, The out- break is alleged to have been caused by administration of a serum which contained live instead of dead germs. Many farmers in the Cobden vicinity have lost some of their best milch COWS. Shipping fever, a common cattle ailment, has been successfully com- bated in Renfrey County by use of vaccine. Dr. W. L. Stevenson, local veterinary, has vaccinated over 1,200 head of cattle with markedly suc- cessful results. §0 Per Cent. Die A recent shipment of serum, it is stated, contained live germs, and of 265 cattle vaccinated in one day over 50 per cent are dead. Three farmers have lost over 50 head of good milch COWS. Everything possible is being done to save other cattle which have shown symptoms of the disease. A serum is being administered, and it is hoped that this will prevent many deaths. The manufacturers are ship- ping their entire supply to Cobden and have made arrangements for a further shipment from Montreal. The Government has already opened an investigation into the case, and as official was in this district on Satur- day. The representative of the manufacturers is expected to open an inquiry tomorrow, PROVINCIAL RIGHTS IN LIQUOR LAWS INVOLVED IN CASE Quebec, Sept. 24.--Liquor legisla- tion is exclusively within the purview of the provinces, the Quebec Liquor Act is supreme in this province, to the exclusion of the Federal Excise and Revenue Act, according to a plea laid before Judge Lachance of the Court of Sessions, in behalf of a man charged by Ottawa with having il- legally imported liquor into Canada, The defence argument is that, be- fore union, Ontario and Quebec were autonomous; upon entering union each province retained its legislative independence, Confederation, it is pleaded, did not aim at centralizing and subordinating the provinces, but merely at distributing legislative pow- er between the provinces and the cen- tral Government, The Quebec Lig- yor Act, having been ruled ultra vires by the highest courts, no other legis- lation can apply in Quebec, even though Federal. The division list shows that the Government Parliamentary whips were caught napping when a vote was taken on a Government motion for consideration of the bill as amended by a select committee, Sir James Simpson arrived a min- ute too late to vote, and Mr, Lamb, 8 non-official European member from Burma, was taking tea three miles from the Assembly, unaware that a division was taking place. The decision is likely to be re- versed the next time the bill comes to a vote, President V, J. Patel, in break- ing a tie vote of 61 to 61 in fayor of the Opposition, who cheered and applauded his action, said he thought that the Government should enact extraordinary legisla. tion only by majority votes, NEW HYDRO LINE UNDERGOES TEST Hull, Que., Sept. 24.--The Gatin- eau Power Company's 220,000 volt transmission line for delivery of power between Paugan Falls, Que., and Toronto for consump- tion by the Ontario Hydro Electric Commission in Western Ontario was successfully testified yester- day. G. Gordon Dale, general man- ager of the Gatineau Power Com- pany, stated today that following the completion of a few details the line, which passes via Chat's Falls, will be ready for delivery on Oc- tober 1. Morrow, BODY FOUND AT NIAGARA UNIDENTIFIED BY POLICE Niagara Falls, Ont., Sept. 24.--The body of the girl whose body was found at Falls View, showing signs of having been murdered, was buried today without being identified. The Provincial Police are working on the case, but have practically nothing to go on. The descriptions of missing women do not tally with the body. SIX PARALYSIS CASES Winnipeg, Sept. 24.--Six new cases of infantile paralysis were reported over the week-end, bring- ing the total for September to 125 cases, with three deaths. All of the six cases were reported from with- in the city limits of Winnipeg. The situation, according to officials, showed little change from this time last week, when six cases also were reported, ! PUBLISH TEXT FRIENUSHIP PACT Greece-ltaly Treaty Provides for Co-operation--Mutual Protection Rome, Sept. 24--Premier Venizelos of Greece, recciving the foreign press today, expressed satisfaction with the signature of the Italo-Greck pact of iniendship and conciliation, which, he said, was "not directed against any- body." He expressed the hope that a solid concord of friendship would be build upon it, and added that as soon as certain questions regarding the Port of Saloniki could be settled he hoped to conclude a similar pact with Jugo- slavia. He said that as yet no pact had been made with Turkey, but that he would like to conclude one as soon as possible. ext of the treaty between Italy and Greece, 'which was signed yester- day by Premier Venizelos and Mus- solini, was given out today. Treaty of Friendship The pact, called a treaty of friend- ship, conciliation and arbitration, pro- vides an elaborate procedure for the conciliation of any differences which may arise between thestwo countries.
