The principle adopted by the Board of Water Commissioners will be embodied in a report to be pre- pared jointly by City Engineer Smith and Chairman G. D, Conant, Mr. Smith will cover the engineering and economic side of the matter. while Mr, Conant will put the docu- ment in shape from a legal siand- point, His services in this regard were offered voluntarily and accept- ed by the Boara, _ Sharp Criticism, Real estate "exploiters'" were roundly criticised Hy Commissioner G. W. McLaughlin during the course of the meeting, On August 12, Mr. McLaughlin moved that the Board adopt as a policy that no extensions of city water mains would be made into the township. Seconded gy Mayor Preston, the motfon carried unanimously, At last nigat's meeting, however, Mr, Mclaughlin expressed his belief that the city could not ignore peo: ple actually living in the subiirbs, some of whom have been unable to get water even after sinking wells, For these he felt sympathy. "I will say frankly to Mr, Car- negie," he said addressing one of the deputation whe declared that he had built twelve houses at a total cost of $60,000 and was now unable to dispose of the properties, BEWARE THE GOUGH O GOLD THAT HANGS ON Persistent coughs and colds lead to gerious trouble, You can stop them now with Creomulsion, an emulsified creosote that is pleasant to take, Creomulsion is a pew medical discovery with two-fold action, §t soothes and heals the inflamed mem- branes and inhibits germ growth. Tune, to 'ay knowledge, have appeared before this body. "They have, therefore, no griev- ance. They engaged in a business venture and have no cause to whine now." Reeve Warren . Dearborn and Messrs, Ross and Warten cague from last night's meeting of the East Whtiby Township Council meeting to appeal to the Oshawa Board of Water Commissioners for extension of city mains into the suburban area, Township Delegation Reeve Dearborn stated tho case briefly, pointing out the gravity of the situation as afféctinz 'certain new residents, and asking relief. Mr. Ross and Mr. Warren followed Mr. Deargorn's lead but pointad out that more than one district was in need of relief Chairman Conant, in reply, stat- ed that there was no use disguising the fact that thé& situation in the outlying districts presents a problem that must be dealt with. Mr. Carnegie made a special plea regarding his building of 12 Louses at a costmof $60,000, and declared that residents would be willing to pay up to three times the city rate for water if they could get it. Mayor ° Preston stated that he 'auite appreciated Mr, Carnegie's position, " "However," he declared, "my telephone has been busy tonight with old citizens calling up to pro test against further extensions into the county in view of the fact that they have held land here for years. paid the higher taxes, but now when they have a chance to subdivide they are faced with competition which they are unable to meet. "On comparing city and township taxation, it should be remembered that a man could have held a 50 acre farm adjoining the city jimhts for the same cost in taxes that a resident and property owner of the city would have had to pay to keep two acres." 1 ew. Reeve Dearborn askeG: "Don't you think the suburban districts will soon come into the city" Mayor Preston replied thot *'an- nexation is a big question and must be looked into from several angles. "We are here to legislate for the city of Oshawa," his worship de- clared, "for the people of Oshawa who have heen paying taxes for many years." Mr. Carnegie raised the point that those living outside but close to the city spend a great deal of money in the city, "Merely to consider it in that light," Mayor Preston declared, "would he unwise. It is a poor in- vestment that a city makes which retards development in that city, Oshawa Gets Skim Milk "The city must consider the ques- tion of taxes. These people living outside but near Oshawa pay their taxes to East Whitby, East Whitby gets the cream and Oshawa gets the swimmed milk" Chairman Conant then spoke at length summing up the problem: "I have been cousidering this prob- lem as you gentlemen spoke," Mr. Conant stated, "and it appears to me that if we grant extensions of water services into the county we are embarking on a policy of prac- tically unlimited expansion, "Such a policy at once becomes one of financial consideration. Our pumping plant has just about reach- ed the limit of its capacity. We have. in fact, just authorized chang- es in equipment to fincrdase our capacity. "The ratepayers of Oshaw@a can't be burdened with matters that in law and reason are township bur- dens. "Further, 1 would suggest that if the township wants {0 co-operate in extending waten mains to the sul- urban areas, it should also consider the matter of sewer extension with which, in my opinion, the question of water is linked.' Commissioner McLaughlin asked with a smile, Mr. opinion on the matter, "We must consider of civic liability," he pointed out, "which falls under two heads. One is finance, the other is health. We must also admit that we can't co- erce people to build in certain plac- es, or to follow a predetermined line of development, "Yet it is unsound practice to ex tend without knowing where we are going or what the probable de- velopment may be. That was what hurt the west, Services were exten: ded out heyond municipal limits and when booms collapsed the tax- payers had den." Mr, McLaughlin then declared that he had ne sympathy with real estate "exploiters'"" who may have taken toe much for granted in lay: ing out suburban subdivisions, "However," he continued, 'there is a great deal of good building im, mediately outside the city. The question is whether we can get wa- ter to them on an engineering and economic basis "Our policy should coincide with that of the Council, and it should ge one_that would impose no bur- den on or hereafter, "While we know that these ex- tensions have got to come some- time, it is also bad husiness to re verse a policy already determined upon too rapidly. Our policy should be parmanent and impose no bur- den on the ratepayers which they should not, in equity, be called up- on to bear." City Engineer Smith then presen: ficulty which is charging water con- sumers not only for installation, but an additional amount represent- ing per capita share of the city's capital investment in the pumping plant. Then, by leaving the price for urban rate woud he subject to change at anytime, the suburban consumers would alse bear their ghare of further capital outlay! for enlargement of the city's plant, Mr. Smith's suggestions were adopted subject to a more complete report and legal study and opinion. er that report at which time the East Writby would be asked to aty tend for a conference. It is interesting to find that several of the leading insurance | companies are inclined to penalize wo- men as iar as accident insurance poli- cies are concerned, i The Manchester Guardian relates | that a man whose daughter had just | Lought a motor-cyele decided to take out an accident policy for her, as she { had only taken out a third-party policy | for her machine. After she had filled | in the usual form he took it to a cer- | tain well-known company and paid the { premium, When the policy arrived a few weeks later it was found that several clauses giving the company | extra protection had been added. As | the girl in question was an experienc- | ed motorist who had never had an accident a protest was made, The answer was: "They are really very | good terms. We try to_avoid insur- | ing women against accidents if we possibly can, and if our representative | had not made a mistake in thinking | that the policy was for a man on your bringing it in we probably should not | have accepted it at all" Il V.
