HIS FIRST OFFICIAL APPEAR- | ANCE IN COURT On his first official appearance at the Oshawa children's court this week Supt. O. M. Alger of the Chil- dren's Aid Society was warmly wel- comed by Major A. F. Hind, city magistrate, who expressed that Court's pleasure in having Mr, Al- ger present in his special capacity. Major Hind also congratulated Mr. Alger on his appointment which, he stated, was one that was a matter of gratification to all in the city who are deeply interested in the problem of neglected childhood. McLaughlin Capture | Events at St. Catharines Sumpess and Exhibition Ani] | mals from Oshawa Stables Made Great Showing at the | Horse Show Yesterday Oshawa was much in prominence at the St. Catharines Horse Show yester- day when the jumpers and exhibition animals from the stables of R. S. Mc- Laughlin of this city won several events, My delight was the big win- ner for Mr. McLaughlin, taking both the saddle horse event for animals over 15.2 hands and that for the ladies' saddle horses. Silver Plate, owned by F. B. Coolie ob Buffalo, was second in the ladies' saddle horses. Vivacious, owned by W. B. Robb of Buffalo, and Dare- "heart, also owned by Mr. Robb, were third and fourth. Other mounts from the Oshawa stables did well, Talisman taking first in the light-weight open hunters and Jerry winning in the la- dies' hunters class. Sligo, one of Miss McLaughlin's horses, took fourth in this latter class, and also joined with Sir Clifford Sifton's Cameron from Toronto to win the cup for the best pair of hunters. Conant Offers to Bear | Expense' of Planning De- 'velopment in that Part of Oshawa -- Will Place Sug- gestion Before Town Plan- ning Commission at Its Next Meeting Town planning in Oshawa receives a tremendous impetus today through the announcement of ex-Mayor G. D. Conant that at the next meeting of i the Town Planning Commission he will appear before that body and of- fer to bear the expense of having a | qualified town planning engineer lay | out that section of Oshawa. south of i the C.N.R. right of way in accordance | with the best thought of Canada as | regards city development. At a recent meeting of the City | Council Mr. Conant stated, amongst other "things relative to the develop- ment of the district as a result of grade separation, that he would place 'all his properites under the Town Planning Commission so that it might, untler authority vested in it, order the sections future development along the highest ideals of city planning. Today, Mr. Conant goes a step fur- ther. He offers to bear the expense of the undertaking, not only for his own properties as for the city's own holdings and for sections owned by others whom Mr. Conant has inter- ested in the proposal. \ This offer, incidentally, , is made without reference to thé construction of the proposed subway, much as that , it desired. Mr. Conant believes grade separation will come either under ne- otiations now under way or in time, ut in any event a section that has promise of becoming in a few years ithe home of 10,000 people, will be permanently insured against hap-haz- ard planning from which the city in general now suffers very much. Mr. Conant's great objective in the matter affects Oshawa in general. He elieves that this city must act now with regard to zoning not only the urban area but the suburban. section immediately adjacent which the Town Planning Commission has power to do, He suggests that in addition to ob- taining a special town planning bill for Oshawa, as Kitchener has already done, .the Town Planning Commission should be given. an appropriation by means of which they may carry on their work, "Oshawa app-inted a Town Plan- ning Commission some years ago and was fortunate enough to have a man for its chairmanship who is, in my opinion, the best man 'for the job in the Province. I mean Mr. G. W. McLaughlin, "To have a man of his calibre in- terested in a matter of such vital con- cern to the city is a tremendous civic asset and he should be supported to the uttermost by the civic authorities and the public at large. I am going to practice what I preach in this mat- ter. If the Town Planning Commis- sion will accept my offer and give their counsel, I propose to offer to have a city plan map of the district south of the C.N.R. right of way made at my own expense. That much, at least, of Oshawa would be laid out with a view to the future. "But the whole city 'and its subur- Lan areas shou!d be planned, now, for this period of expansion already upon us which promises 30,000 to 40,000 of population before 1930. "Many mistakes that have been made cannot now be undone, but if the city fails to act now irreparable damage will be done to Oshawa." Sub-Committees of G.M.C. Employees' Assoc'n to Meet Joint Session to Be Held to] Discuss the Past Season's Achievements and Coming Season's Plans -- Recom- mendations Will Be Re- ceived Joint meetings of all sub-commit- tees of the Employees' Association of General Motors of Canada, Limit- will be held in the near future to analyze their special. activities during the past season and plan now for the coming season. Recom- mendations from these special com- mittees--covering the association's baseball, football, lacrosse and oth- er athletic interests--will go for- ward to the directors of the Em- ployees' Association which meets on October 28. While to say that the committees will be trespassing upon their own deliberative functions, it is considered certain that their efforts | and the action to be taken by the directors will have a tremendously vitalizing bearing upon the athletic activities of the Association in 1928, Successes gained this year have, it is understood, served to develop association keenness for further henors, .That no effort will be snared to make the 1928 season one of the most notable in the history of the organization and its teams is evidenced by the fact that a gen- eral stock taking is already under- way and that definite action for the coming year will probably be a fix- ed policy by the end of the month.
