Study group keeps open The Era Newmarket Aurora Keswick On Wed June AS councils NEWMARKET Yorks advisory com mittee on health and social planning is not going to be bullied into a form of provincial planning body that it want That much was clear as the committee met here last week in the first of a summer series of exploratory meetings The group was set up by the region to determine what sort of planning body would be suitable to meet Yorks health and social service needs Central to the groups considerations will be the district health council a type of planning body designed and favored by the province The councils of which have been set up across Ontarios 35 planning districts are composed of both deliverers and consumers of health services They play both a planning and advisory role designing new programs and screening proposals from health agencies that are ap proaching the province for approval or funding First to voice scep ticism about the council model at last weeks meeting was Mayor Margaret who said the formation of a designed health council is not a matter thats inevitable despite common assumption to the contrary one of members of the advisory group said she had a great deal of doubt about health councils She had the support of most of the committee when she said the council was only one planning model lhat the group would be examining The group also committed itself to receiving public and agency comment as it conducts its examination of alternative planning bodies The committee will meet every second Tues day at am beginning June 14 The meetings will be open to the public and will be held in the auditorium of the Health Unit on Prospect St in Newmarket Material about both social and health plan ning and information about health councils in other areas was distributed at the meeting Members will receive representatives of both the ministries of health and community and social services at the June meeting Representatives of other health councils will speak about their groups at a second meeting Once committee members feel they are familiar with the subject of health and social service planning they will invite written or oral submissions from the public and interested agencies Written submissions until that time can be addressed to Alan Wells the Health Unit The groups schedule calls for a series of public meetings across the region in late summer at which the various alternatives will be presented for discussion The group is to report to regional council by late October with a recom mendation for a planning body handicapped mem bers more information centres and greater co operation among health ana social agencies were issues raised About people including elderly and handicapped citizens met at the Newmarket Community Centre last Wednesday to revive a twoyear old study on specialneeds groups in York The meeting was organized by York Committee on Special Needs a group at tempting update and act on a report on the elderly and disabled published by the Rich mond Hill Social Plan ning Council in The meeting Wed nesday was aimed at rounding up those in terested in working to develop services for special needs groups Following the meeting about people indicated an interest in doing further work They will be contacted after a June meeting of the committee when reports from the meeting will be sorted out and action committees will be form ed Opening the meeting was speaker Gary Chat field assistant deputy minister of health for Ontario Mr told the group that it must work to prevent paternalism toward the elderly and the handicapped and it should instead en courage independence Too many people who could live on their own if only a support system was available arc put into institutions he
