bureaucracy often turn slowly until the right person applies a little oil The oiler at last weeks meeting at York County Hospital which resulted in the hospital being allowed to open 36 more badlyneeded beds was Bill Newman for Durham York and Minister of Food and Agriculture in the last Legislature the hospital had been quietly lobbying for the beds since last fall when it became apparent that the 307 beds the health ministry had allowed it to activate out of its potential werent enough to meet the need The effort culminated in the meeting last week May 2 attended by hospital staff and board members Mr Newman part of Durham York is served by the hospital Bill Hodgson member for York North in the last Legislature health minister Dennis Timbrel and ministry officials Discussions had been going on and getting nowhere for an hour when Mr Newman arrived late He wasnt there more than a few minutes before he passed a note to Mayor Bob a hospital board member asking exactly how many more beds the hospital needed The mayor told him forty Newman then had a few words with a health ministry official and the deed was done The hospital board accepted the ministrys proposal that in return for new beds chronic care and acute care beds the hospital would accept 20 chronic care patients from Stouffvilles Brier Bush Hospital which is closing Ontario election is necessary Just months ago Ontario voters elected 52 Progressive Conservatives 38 New Democrats and Liberals This meant the province was being governed by a minority government for the first time in years In about five weeks the voters will go to the polls again And there are some say that this election is not necessary Bui what they forget is that Rene Parti Quebecois was elected in our neighboring province between the last election and this Mr Levesque has no intentions of being a good neighbor and in fact wants to build a wall around his province and separate from the rest of Canada Therefore it is necessary for Ontario to have a strong government a majority government that is strong enough to stand up to Mr threat to separate The Liberals have no hope of forming the government and the New Democrats have socialist leanings similar the Parti A majority Progressive Conservative government is the only alternative Will Second St be next It sure pays to advertise Last week someone presumably a resident of the area put up eight strategically placed signs on Mulock west of St They read Bad road and danger and slow and ended with a plea Mayor please fix The road it as we said it pays to advertise By last Friday town works department crews had scrapped and gravelled to the town boundary and had then coated it with a brine solution to keep the dust down It wasnt Letters to the editor Ont March of Dimes wants H uman Rights Act widened Re Rights of Physically Disabled Persons and proposed Canadian Human Rights Act Hill now before the House of Commons Having studied Dill C- 25 it is the opinion of Ontario March of Dimes that provisions of the Hill do not offer adequate protection to physically disabled persons in their attempts to share in the privileges and respon sibilities of society Specifically the Bill offers protection only with respect to em ployment It does not protect physically disabled persons from discriminatory practices with regards lo ser vices facilities or ac commodations custom arily available to the gen eral public and commercial premises or residential accommoda tion Sections Vet discrimination in these areas is as real and more common to the physically disabled as is discrimination in em ployment Moreover even within the limited social area of employment a physically disabled person cannot expect to awarded same or equal reimbursement of costs which might be provided lo other victims of discriminatory em ployment practices Section SubSection Thus and legal views agree with our opinion an employer can cite cost of needed alterations say to washrooms as reasons for not employing persons who require wide doors grab rails etc as normal of the Federal Govern ment may refuse to carry a physically handicapped person Hut such discrimination would contravene the law if race ethnic origin religion sex etc was the reason These are but two examples why when an increasing number of physically disabled persons arc venturing towards independence and integration their needs Interestingly exclusion from full similar reasons have human rights may result been offered for not in many resigning hiring women Yet in themselves to an un- Ontario employers have warranted second class required to con- status It is this struct at their own ex- psychological reaction adequate facilities brought about by for women Lions Music Festival Smash hit It was another smash hit It is probably the largest of its kind other than the Ki wards Festival in Toronto The hours of time and work that go into the Lions Festival are incredible This is the kind of effort that should be community supported and probably suffers from general overkill of groups hitting the com munity coffers for other efforts Yes Im into that again This will be last word on subject The Lions Music Festival needs the support of the merchants and the community at large It is a most worthwhile project and one which benefits this community as well as others across the region The Lions find themselves competing with f too many other groups for funds ana Im sure suffer somewhat from this Thats what I was talking about when I said in two recent columns that there too many people with their hands out Need coordination Some type of overall coordination of fund- raising efforts is needed Thats enough on that subject might also have had a word on an American study on the effects of television on parents The University of California has just completed such a study with some interesting w results Those who watched primarily violent programs showed definite antisocial behaviour towards their children and families and friends Those who watched light comedy entertainment programs were generally more mild and friendly and even more helpful around the house Such a study would never work in Canada Up here everyone watches the same programs After a week or two of hockey night In Canada and Philadelphia Flyers wed all be running around with sticks in our hands intimidating our wives and children And I suspect that many people will watch the leaders of the three provincial parties debate on television later this month over election Issues I can just see it now Ontario men walking around like en masse boring their family and friends to tears with meaningless phrases ridiculous promises and silly retorts No the study
