ani mal control service as Ontario Humane Society executive vicepresident Tom Hughes charged last week regional councillor Ray said Monday night Making a spirited reply at Mondays town council meeting to Hughes charges the regional councillor said not only is the town getting good value for its dollar with the service were getting twice the service we got before Mr Hughes Ontario Humane Society formerly provided the service The vice- president made the charges during an in terview with an Era reporter last week before the annual meeting of the Societys York branch He went on to say the private operators in the area are providing a worse service at a higher price than the operation did Later in the Monday council meeting Coun cillor Peter Hall criticized- The Era for Mr Hughes remarks without con tacting someone for a contrary opinion Mr Hall is the councillor responsible for animal control He referred to Mr Hughes recent threat to lay criminal charges against Mr if the latter left injured animals at the OHS pound in Aurora when no one was there as a minor dispute He then challenged a Hughes statement that the OHS had three radio- controlled trucks patrolling the area at all times when it operated the control service According to Mr Hall only one was on the road and it had to cover five municipalities I dont know how they could give good service The councillor called for a report on the injured animals the Society claims were left at its shelter He said Mr claims none were left by him He also told council he will soon recommend legislative changes to allow for formation of a humane guild unaffiliated with the Ontario Humane Society and to allow enforcement of cruelty laws by police or bylaws officers Such legislation is now en forced by humane society opportunity here Monday night to discuss the resignation of teacher negotiations team member Margaret Coburn The King trustees resignation was on board agenda but the meeting broke up before the Item was reached In her resignation Mrs whose husband is a teacher at Huron Heights Secondary School in Newmarket said the teams for the elementary teachers and secondary school in structors are not suf ficiently independent from one other to allow her to participate When she was first appointed to the negotiations team earlier this year Mrs said she expected to partipatc in planning strategy for the talks but not in the setting of a salary figure for secondary teachers In the resignation Townships school other King second trustee Dorothy has submitted written notice of withdrawal from the negotiating team Chairman of last years negotiating team Mrs resigned verbally during an April dispute over mem bership in a trustee association At the time board chairman Craig Cribar said he would not accept a verbal resignation and described Mrs as too valuable a com mittee member to let her resign Mrs letter was not on the agenda of Mondays board meeting It seems Geoffrey England has been blaming York Regional Police for enforcing a town bylaw which prohibits parking of vehicles on town streets over a five hour period The Newmarket man was hopping mad when he got a ticket for parking his car outside his own home on March In a letter to the Regional Police Commission last week Mr England said If the police have nothing better to do than piddle around at am and again at 510 am just to give a citizen a ticket then the sooner they resign from the police force and find something intelligent and worthwhile to do the better Who was the genius who arbitrarily chose five hours and why five hours asked Mr England in his tetter He pointed out that friends could not park outside his house without being ticketed If they do some idiot with nothing better to do will insult them by giving them a ticket Mr England complained The letter continued The motto of the police serve and to protect If authorizing police constables to waste taxpayers money by spending their hours on duty snooping on people parking their cars outside houses Is an example of the mentality of those with the responsibility for seeing this motto is lived up to then heaven help us If this is their idea of priorities for maintaining law and order then they deserve all the criticism contempt and even ridicule possible Mr England asked for some honest simple and straightforward answers to his questions and some assurances police would get their priorities all straightened out It was Commissioner Ray Twinney of Newmarket who set the record straight and who pointed the blame at Newmarket council He promised he com mittee the towns solicitor advises that the contract with the Society covers all animals in jured or otherwise Mr Hughes has claimed the Society is not bound to take in the injured animals Judge the majority of situations handled by the regions family life centres and most clients report counselling helped resolve the problems The translation of troubled people into dollars represents a threeyear battle between family life centres and York Regional Council from which they seek financing This year the regions donation is expected to be down by over last years grant of and 16810 less than the amount requested by the four agencies and credit counselling service operating around the region Although the centres admit they are trying to become more self- sufficent according to regional direction they noted in a report that the United Way umbrella under which they now operate achieved less than half its objective this year Its a great old merrygoround using public funds to get people out of debt blasted Mayor Margaret of King Township Its immoral the whole thing she com- noting there was change in grants to the centres this year despite United Way assistance Under the United Way people are free to contribute to such agencies if they wish rather than being forced through taxes she said However under the United Way Individual organizations are not permitted to undertake private fundraising campaigns noted Rich mond Hill Mayor Dave Schiller adding grant section Is the one aspect of the regions budget which will remain con stant as proposed Family life centres have cut back operations over the past two years to avoid financial crisis said Frank executive director of the Richmond branch Also councillors have volunteered additional hours to avoid severely curtailing caseloads Currently family life centres are negotiating with the region for pur chase of service for clients who are unable to pay the full fee Once approved this will sub stantially help the agencies Mr said Family life centres also increased their fees to cover escalating costs he noted The measure of our success is that you cant see us said John Kudelka a board member He noted family counselling contributes to lower welfare and police costs Its one of the few services which has grown but Is costing the region less added the board member Basically sentatlves of the centres seemed satisfied with the funds available to them this year although they were cautioned the final decision rests with council sometime late spring or early summer The breakdown includes for the Aurora Newmarket centre for Georgina Township for for Richmond Hill and 4500 for credit counselling The region recom mended no change in the total amount of grants to be awarded this year of 19500 Other agencies ex pecting to receive funds are Help Information and Referral St Johns Ambulance York Branch Canadian National Institute for the Blind Canadian Red Cross and Salvation Army Also slated for pants are Victorian Order of Nurses Newmarket and District Association for the Mentally Retarded Sutton and District Association for the Mentally Retarded 8300 Grant recom mendations fluctuated little over allocations However the Canadian Red Cross received no funds last year will be forwarded regional council consideration with the full budget in late May or early June
