ROBERT MARTIN News Editor BLUE RIBBON AWARD Phone Aurora Revisions for York system The key recommendations for revisions in the regional government system made last week by a provincially- review commission should make interesting reading for York Regional coun cillors Many of them are for changes being discussed or considered for York The report which took 2i years to prepare and cost recommends that all com mercialindustrial assessment in the regional municipality be pooled and then apportioned to member municipalities on the basis of imputation Pooled assessment is an oftstated goal of York chairman Garfield Wright but he has done little towards it The OUawaCarleton report recommends that regional councillors be directly elected that they serve for three years instead of two and that municipal elections be held in the second of November instead of on the first Monday in December all points which have received a good deal of discussion recently in various council chambers in York Perhaps now the Ontario government will seriously consider making the necessary legislative changes to allow them regional council should have a municipal cabinet or executive com mittee system said the report So should York but an attempt by Newmarket Mayor Bob and others several years ago was frustrated resulting in the cumbersome mayors committee Among the reports other recommendations which could apply to York the Childrens Aid Society be abolished and its staff and functions transferred to the regional social services department and strengthen conflictofinterest legislation to include a requirement to register and disclose interests and holdings with the clerk of council Two other regional government reviews are underway both lengthy and expensive one by William Archer in Niagara and one by John in Metro Toronto They too and especially Mr recommendations for changes in Metro Toronto are bound to bear on York Region where we have the provinces secondoldest regional government Theres no doubt some changes are needed in York In fact many seem so obvious that what is in doubt is that we would need to spend million or more to have some eminent politician spell them out for us in a study All we need is for regional councillors to do something about all the things they have been talking about 2102 Proceed with industrial park Letters to the editor been said that the cost of another elec tion this year in Georgina Township along with the court battle to decide whether it should be held could reach as high as It will of course be at the expense of the taxpayer and the view has also been expressed that the voters will rise up and smite down the bearers of writs for dipping into the township coffers with such extravagance But its not only the people who wish another lection that seem to have been doing a great deal of spending Township council has spent at least S4606883 for preengineering and planning studies engineering designs and other expenses on an industrial park of which it as yet does not own a square inch Use of money to pay the bill would be illegal because none of the SI million in funds debentured by the township for the Sutton Industrial Park has been approved by the On tario Municipal Board So the money will have to be paid out of the tax bill Whats even more disturbing is that council is again at a loss to explain such a figure The results of a poll of councillors taken by I of Keswick who made the bill from RJ Sheridan and Associates public last week indicate there is a feeling that not more than had been spent on In some cases councillors offered a figure as low as Like the illegality of the Ward election boundaries and the filing of letters from the Ministry of Industry and Tourism regarding the trailer park its another surprise Again the proceedings on the industrial park raise questions of just running the affairs of Township Why does Mayor George Burrows want to turn the townships efforts toward finding other locations for a park when such a large sum of money has already been spent on the Sutton land If the negotiations for splitting of the park are called off wont the township be pouring the money down the drain Why did councillors willingly flock to have their pictures taken on a bulldozer which was allegedly starting roads into the park just prior to the elections when the township didnt own the land In fact it is no closer to owning deeds to the road access today than it was then The township has invested so much of its taxpayers money now that it has little alter native but to see the completion of the Sutton Industrial Park agreement through to the end Approximately jobs and over 40000 have already slipped away My house is suffering By Penny van Everdingen The diagnosis is clear My house has cancer What You didnt know that houses suffer disease other than termites and dry rot Wrong My motherinlaws house doesnt have cancer When she sees an untidy cell lurking she puts it in its place You could eat off her furnace if you promised not to spill any crumbs I on the other hand faked my way into this job Im not alone Women are still today being accepted for this position with no other qualifications than the profession of love for their ardent employer I can you see wield a feather duster and steer a vacumn cleaner but I am not adept at it My family heckles the meals I make splits seams in the clothes I sew and think my pies are for throwing each other They dont do that often only when they forget how hard my cream pies are I first noticed symptoms of the dreaded growth while attempting to open a kitchen cupboard There was an empty pop bottle in my way Another stood beside it Crawling I tipkneed around the corner to investigate To my horror I discovered empty Coke bottles The disease must have been growing for some time but I am not the woman to notice until the debris ob structs my activities Afraid the malignancy had metasticized thats an in word medically for the opening of branch of fices I probed the rest of my abode Sure enough there in the closet jamming the uneven hems of my clothes were pointed toe shoes festival beer mugs a mending pile begun four years ago and campaign leaflets from Bob Forhan asking us to elect him mayor In the basement were persistent boxes crammed with stuff I was going to sell at a garage sale SOME year That reminded me to examine the garage was afraid the unstoppable growth had obliterated it until I remembered this house never had a garage Alarmed I unearthed the phone from papers clippings and business cards and called York County Hospital begging for a house call They politely suggested I perform the surgery myself and they would do a biopsy I appealed to my mother She merely laughed When my husband arrived he wasnt interested either He just mumbled something about Suzyllomemaker being a better deal What does he expect for just paying room and board Clearly I had two choices could eradicate the disease by broom or shovel therapy or go the painless route drugs was said to stop cancer growth but cant be bought in Canada Pity me I happened to read what else could I do in the mess that vitamin B17 found in fruit seeds was Leotrile in a natural state Animal welfare is OHS function In answer to your article dated March 23rd Settle Dispute Over Animals you quoted shelter manager J of the Ontario Humane Society as saying that the animal welfare aspect of the animal control contracts is understood even though it may not be written into the agreement Perhaps Mrs is not aware and perhaps Mr has forgotten a piece of legislation passed by the Province Of Ontario called the Ontario Society For The Prevention Of Cruelty To Animals Act Chapter as by Chapter 196869 Page 2 Article which reads as follows No society association or group of individuals whether incorporated or that is established after this Act comes into force shall profess to function as a society having for its object the welfare of or the prevention of cruelty to animals unless it is incorporated and becomes affiliated with the Society in accordance with the of the Society It would appear to me that the Ontario Humane Society does have full under the Act and I for one would be ashamed to be affiliated with such a group especially when its top director T Hughes data on family history I am in my fifth year of tracing my mothers family tree The names Im researching are Flanagan and From what I can gather from older members of my mothers family my greatgreat grandparents came to Canada from Ireland in the early 18UTs and landed at Halifax Nova Scotia Tie family included my greatgreat grand parents Peter Flanagan and his wife Margaret their oldest child Mary who was born in Ireland Dec and Peters brother John The brothers couldnt agree which direction to go from Halifax but Peter and his family eventually moved to Ontario because their next oldest child William was born in Richmond Hill en March It is thought John remained in the Halifax area but he and Peter never heard from each other again On i lie census for Ontario Peter Flanagan and his family now five children are listed as living on lot 29 Con cession King Township in the County of York Children born in Canada besides William my great grandfather were John Peter and Thomas William married Harriet Sophia from Pennsylvania but have been unable to obtain a date of their marriage Its thought the couple had a Protestant marriage ceremony in Pennsylvania then a Roman Catholic ceremony later in Canada William Flanagan died March in Newmarket and his wife died Sept 5 in her year Peter Flanagan Margaret William Flanagan and Harriet arc buried in St Johns Roman Catholic Cenklery in Newmarket Ontario as are Mary Flanagan and her husband Matthew Clancy Mary Flanagan died June 1911 and Mat thew Clancy died May aged about years He was also born in Ireland Peter Flanagans tombstone states he died May 6 aged years motnhs and was a native of Ireland On Ws wifes tomb stone are the words Margaret McGowan wife of Peter Flanagan died June 17 aged a native of Ireland Ontario records fail to list Margaret as a death despite the fact govern ment records for births deaths and marriages were started in Children born to William Flanagan and Harriet Sophia were Peter John William Mary Hugh and Oakley Peter married Margaret Ann Nancy Tutuiey June John married Bertha from Michigan but I cant track down a marriage date William married Mary Montague April 5 Mary married Walter Nov Hugh married Ethel Jane Jennie Aug 22 and Oakley married Catharine Nov 22 My grandparents were Hugh Flanagan and Jennie He was born July 27 and died Jan 1954 She was born Feb ana died Oct 27 Its my opinion there arc some Flanagans or or other relatives living in Canada who may be in possession a family bible or some sort of family records who could assist me in tracing this family from Ireland to Canada 1 visited Ireland in and but didnt have enough information at that time to be of greater benefit to several Flanagans I talked to I understand some of the Flanagans from around Newmarket possibly from King Township moved to Ottawa and Vancouver around the turn of the century hope tins letter will bring some response from any Flanagans or in Canada who are part of the family tree There is a chance I maybe visiting Ireland in May of 1977 and would like to have as much information as possible Correspondence can be sent to my home to me at The Sun- Times BOX Owen Sound
