top priority of the elementary teachers Billie Hurley said last week President of the York County Elementary Teachers Association of Federation and an 11year veteran teacher Mrs Hurley was com- on a parents presentation here a week earlier In an appearance before a regular board session the delegation representing parents from across the region stressed the need for junior kin dergarten in the regions public schools The program which has already been established in the regions separate schools would increase social skills lead to earlier detection of problems expose youngsters to creative arts and encourage development of intellectual skills the parents argued Trustees will consider a motion Monday calling for a cost analysis of the junior kindergarten program meanwhile has already adopted an informal philosophy on the proposal Mrs Hurley said last week With other more pressing needs in the elementary school system she explained the teachers organization does not rate
