The Era Aurora THE ERA DAVID R Serving York County Since LOT I WhlibyPicfcerlng News Advert Brampton Guardian AM BARRY To Phone Newmarket St Phone Aurora Fumbling fingers from Queens Park The fumbling fingers of the Queens Park bureaucracy inserted themselves into the preparations of Newmarkets new official land use plan recently and drew down upon them selves the wrath of both mayor and council Ontario Housing Ministry senior planner wrote council about what she and her colleagues consider serious concerns about major deficiencies in Ihe official plan and suggested work be carried out towards their resolution The official plan will set land use and growth policy for the next years The thing about Mrs letter which so irritated local councillors was her obvious lack of any familiarity with cither the Newmarket area or the basis of its plan Host of the serious objections seemed to be simply a mailer of Mrs and Iter colleagues not having done their homework or perhaps even read the plan before taking pen For instance on one page of the letter Mrs says it appears that the Amount of land designated for residential development is based on a population projection of to 50000 by year That is a considerable increase over the existing population and we would definitely require some sort of justification for a figure of this magnitude But a little further on she is chiding council for including suburban estates and rural residential zoning designations since these areas will eventually be encompassed by the urban core of the town The to figure was established through the Ontario governments Toronto- Centred Region Plan and the justification for it can be had down the hall at Queens Park in the office At the suggestion that the whole town be zoned for urban development Mayor Bob Fortran snorted at no time did we try for bor derlaborder housing Elsewhere in Ihe letter the provincial planner expressed concern that the lands designated as the central business district are within the flood plain and she said a meeting will have to he held to discuss this matter Site didnt indicate whether she would recommend moving Main St or raising it Her comments prompted the mayor label the letter both contradictory and incompetent and prompted council to back the mayors demand for an immediate meeting with Housing Minister Donald Irvine Councils fear is that people at Queens Park with no better understanding of the situation than Mrs may be able to hold up final approval of the official plan But it was freshman councillor Paul Mont gomery who really pinpointed the basic reason for the wrath raised by the letter Mr Mont said the letter was demanding that council justify its policy decisions to the housing ministry on how council wanted to sec the town develop This is not what is supposed to be hap pening he said We shouldnt be in a position of having to justify to the Ministry of Housing our plans for what our population is going to be Mr Montgomery said he knew of no legislation in the Ontario Municipal Act or the Planning that required lovn councils to justify their decisions to a housing ministry He suggested il is up lo council to decide what feels is appropriate for Ihe town and if an ministry disagrees it is up to the ministry officials to explain why Thats the way we thought happens loo York need for night court as great as Metros Queens Park seems to have one rule for Metro Toronto and another for the Region of York in a letter read to last weeks Region of York Police Commission Attorney General John Clement said his department could not consider night traffic courts outside of Metro because of serious personnel and budget restraints The letter is In answer to at least two requests for night traffic courts for York out of court on charges they may have had months reasonable chance of having dismissed rather The requests were made mainly because than lose a days pay many of Yorks residents spend their days at their jobs in Metro Metro snigltl traffic courts were If they should want to contest a traffic llml of that community would not charge they must take the day lo attend lo P W they fell what court In many cases they would lose a days pay erroneous traffic lo fight a charge would amount lo only a portion of their pay if they were convicted We wonder why Queens Park docs not treat Metros Profile
