Aarara Keswick Out We THE ERA Servint County Since en number Phone Newmarket Charles St Phone Aurora DAVID CARTER JOHN LOTT BARRY WALLACE Hydro line A chance to end parochialism York Regional Council failed to take a stand for or against toe location of the proposed On tario Hydro transmission line last week thereby leaving the matter as far as the residents of the region are concerned in limbo East Gwillimbury Mayor Gladys Rolling struck the nail on the bead when she commented that it was difficult for we as councillors to be nonparochial on such an issue Mayor Rolling said it was impossible for members to resolve the issue of where they felt he controversial hydro line should be located The regional council debate which lasted nearly two hours was triggered by a plea from and Vaughan councillors for the region to withdraw its original brief about the location of the hydro line Submitted to the Solandt Commission nearly a year ago the regions brief recommended the hydro line be located in the provinces parkway belt which slices through Markharn and Vaughan It rejected Hydros preferred route which would have seen the line bisect King and Whitchurch Stouffville And only last month the report rejected Hydros preferred route and recommended the line for the parkway belt and Vaughan want the hydro line to be somewhere other than the parkway belt The southern municipalities contend he parkway line will cost them valuable industrial assessment as it cuts directly through the heart of its industrial areas The loss of this industrial assessment in and Vaughan will also affect the entire region southern councillors say They urge the region to withdraw its previous brief and allow the local municipalities to submit briefs of their own to the Solandt Commission However nine municipal briefs would lack he impact of a solid regional stance Without saying it the southern municipalities indicated the King Whitchurch Stouffville route would be more practical through open recreational space where few homes exist Without saying it representatives of other municipalities indicated the parkway would be more practical because it does not cut through our open fields or disturb housing development plans Here was parochialism in regional council at its best one of the few times this has reared Its ugly head so obviously If it is present in a discussion over a hydro line route it will be present in other matters such as the area municipality population allocations York Regional Council should put up a united front on the hydro route parkway or open space and once and for all end all signs of OTTAWA REPORT An answer to inflation BY SINCLAIR STEVENS MP YORK SIMCOE In response to a recent column in which I would you do Specifically not vague platitudes Fair enough This week I will set out seven steps that I believe would help contain inflation Since writing my last column on inflation however the picture in Canada has blackened still further In August the Wholesale Price Index rose by per cent the highest increase in any one month since September the month we entered the Second World War I believe Canada can contain inflation but that the government must be firm in its resolve to deal effectively with the problem In this I feel it is significant that Statistics Canada is soon to release figures which compare inflationary era 195863 the Pearson tenure and now the term in office In the five years hat St was Prime Minister here was only per cent inflation in the entire period It reached 7 per cent in the five years On an annual basis those 10 years of St Laurent government resulted in per cent inflation per year In Pearsons five years the inflation rale jumped to over 14 per cent almost 3 per cent per year and twice he annual rate in the The explosive growth In federal spending houses should be put so far out of the reach of low and m income families We believe there should be massive assistance by the federal government through the provinces to the per year years ie per cent inflation must be curbed There must be a freeze freeze for a year or two on such federal ex penditures There must be direct government con trol to influence wages and prices These measures are essential in containing costpush inflation In this connection it is interesting to note that the new managing director of the International Monetary Fund has called upon IMP member countries to institute wage and price controls Our federal government largely due to NDP hostility towage control has adamantly refused to take such measures Meanwhile the United States which has such controls is containing inflation to a greater extent than this country Fiscal measures should be used by the federal government If the private sector overheats the economy Through a system of varvine tax rates and of giving tax credits private sector inflationary pressures can be relieved 4 There must be structural reform to relieve Inflationary pressures triggered by big business big unions and big government Let me be specific First there must be government intervention where there is abuse of economic power by large business firms which through a monopoly or near monopoly position set prices virtually at will Second similar government action Is needed If trade unions force up wage rates beyond productivity gains or raise costs through restrictive work practices Several European countries are already municipalities to enable them to service tens of thousands of acres for home development A condition of this federal assistance would be a commitment to bring lots onto the market with a minimum of red tape and that a set number of homes would be built in each participating municipality to house all income levels Hopefully this would lessen inflationary ex pectation in home prices Ottawas under of simply printing money to solve their immediate problems must be stopped In the past three Surely the government and to a leaser extent the Pearson government have to accept some blame for the nations inflation which is now more than three times as high as that experienced in the 193363 period Currently below world averages in the period it is tend to restrict productivity and impede petition such red tape must be broken Real estate for example In this area has risen in price at least partly due to extensive government regulations Such regulation has limited ser viced for h ome construction This in turn is reflected In home prices Last Friday for example a friend of mine sold her home which she purchased In for In 1973 she received for the same property that was old even In The house rose in price fivefold in years If one projected this increase for a further twenty years to the year he home would National Product of approximately per cent per annum such an increase in the money supply has to be inflationary 81 To help relieve rising food prices a fundamental step must be taken It Is a simple step The profit incentive must be returned to the farmer Forming the most speculative business in the Country can now no longer be denied the expectation of a fair profit Many government actions to date have been counterproductive to increasing our food production and have con tributed to a deteriorated farm picture In Canada which is rich in agricultural potential a farming program Is needed which encourages rather than discourages food production With such a program the nation would not only have lower food prices but the benefit of rising foreign trade in farm products Surely such a program would be more reductive and constructive than appointing a Prices Review Board chaired by Mrs Plumptre at per year An Industrial strategy for the nation and a national energy policy are long overdue Both on a long term basis would help contain in flation I would like to elaborate on these seven points more fully but space is running out In short we in the Progressive Conservative Party have not are not and will not accept the premise that Canadas Inflationary rate is dictated solely by world pressures or that the government is virtually powerless contain it We believe a government with will to contain inflation con contain it Vivian Forest canter Theres nothing as bracing as a brisk horseback ride In crisp autumn air A group of some riders took off through the trails for me to go and that I was sufficiently recovered to leave but I dont beleive that They even had the Doc atop by to confirm it Im not fooled though They threw me out Not that I can really blame them It was all that company I had In my room Visitors coming and going at ail times disrupting the nurses and staff laughing and asking directions to the It teems all my friends from the Citizens Forum were up to see me at two or three times There were times I thought the Forum had been asked lo move from Its place of dally meeting Not so I was told just wanted to how a fellow member was doing Some of my friends from the Forum are a little strange thus they upset I know a number of people on the fourth floor where I was nicely during my stay at Cochise is a perfect example Hed hit my Mem in midafternoon with copies of all the and wed ait and read until pm and he would go home He did that at least talk too much Just compare stories In the papers and Cochise would sit down at the end of my bed and stare down the hall My room was at end of the hall and you could watch all the activity on the fourth floor from the chair at the end of my bed The activity on the fourth floor in case you are slow on the uptake included Ihe comings and goings or a pile of pretty nurses Last week in writing this column Dave Haskell called them nubile nurses Yah those the ones all right Cochise and Indeed all my Im sure the nubile nurses thought I was selling tickets they turned around there was a guy sitting in the chair at the end of by bed leering down the hall Members of the Citizens Forum are some of your best leerers 1 know girls who have been leered to distraction by these guys The nubile nurses for all their composure and couldnt handle the leerers of the Citizen Forum If it wasnt Cochlea It was Rintoul Or Shrug Or Stubby The day Stubby came I really blew my op Visitors to another room had come In to ask me for loan of the chair at the end of my bed At hat moment no one was visiting me so I gracefully allowed them to take the chair Shortly thereafter came In to visit me He handed me a get well card couldnt find a stamp I guess one of his business cards In case Id forgotten what he sold guess and then said Wheres the chair at the end of your bed that all the guys have been telling me about Ader explaining the situation Stubby offered him chair which was located beside my bed and which offered a spectacular view of he hospital parking Int No thanks said Stubby Ill Just alt on the floor at the end of your bed here Well needless to say 1 couldnt even on a conversation with him causa I couldnt see htm oyer the bed I know he was leering though hear him Oh yes way these guys leer you can hear it Mary Slasher Meanwhile regaled them all with progress reports on my condition and what I could remember of the operation Still they lowed Slasher who could know better as he la associated with ho health and hospital field was one of the top leerers On second thought he had more experience at leering during Is days In Pre mod of Knife Sharpening The leering was bad enough and I think they even began to get used to the laughing and But the constant trail of guys looking for the washroom and the many orders for room service finally did mo in Rintoul had clever habit of buzzing nubile nurses station and asking for Ice clean ashtrays and the next shift of nurses This The nubile nurses and 1 got along very well as long there were no members of the Forum present a matter of fact I came within an ace of having a spectacular reputation around town During my stay they had the official sod turning for the addition to the hospital right outside my window the while many of the young nuMlea gathered in iify room to watch I Joined them Aa patient and ranking person me room I waa given a front row seat on the window sill There I was Roy Grant In drooping hospital gown but still by no lew Nub than live In spite of the nurses maintained an air of civility to me which above and beyond the call of duty They remained cheerful efficient and true to Ihe oath of Nightingale that I guess they all must take If BobForhan or Cart Wright or Jack RttU wouldhst took made They didnt though The and turning ended the ribUerues left the room and I even forgot to leer Well anyway Im tarn now but I suspect tot from Forum members will decrease bestially shief
