and Aurora imposed by limited sewage treatment capacity were eased this week when the Ontario Environment ministry gave a green light to major expansions of the two towns sewage treatment plants Mayors of both towns received word of the long- awaited approvals in letters from the ministry late last week The expansions which will cost an estimated million each will increase treatment plant capacities sufficiently to handle sewage from the equivalent of an additional 6000 Newmarket residents and an additional 10000 in Aurora Newmarkets sewage treatment plant will have reached its present capacity when this construction season is completed According to En vironment ministry engineers the presentlyapproved Quaker Hill homes the homes being built in the Del sub division the Valley of the Cedars subdivision in the north east sector of town several new industries and the new plaza will fill allotments for the present lite expansions will provide sufficient sewage treatment capacity to allow Newmarket to grow to and Aurora to 23000 people No new approvals for residential construction in Aurora have been issued for over two years because of the overworked treatment plant Mayor Bob con tacted for comment on the provincial expansion approval in his town confirmed he had received the letter but pointed out the Ontario governments green light is conditional on suitable financing arrangements being made The mayor said he could not foresee problems with financ ing Its a regional problem but we still have to come up with the dough He said one of his prime concerns will be to ensure that the cost of the plant expansion will not be paid by present taxpayers in the town Under the legislation establishing the Region of York all municipal debentures must be handled by the region but the cost of the debentures is assessed back to the benefiting municipality Both Mayor and Regional Councillor Ray Twinney said projects by the two major now working in town SdUckedanz Developments Ltd Homes will be likely candidates for part of the new three million gallon sewage treatment capacity The mayor said some capacity must also be allotted to the new industrial park Hie linn needs the capacity to complete the final phase of its Quaker Hill subdivision including apart ment buildings and stores on the Yonge St frontage and wants to develop property on the north side of Davis Dr east known as the Watson farm The town will then negotiate with developers for the balance of the capacity and some in- tilling of vacant land in the existing urban area will have to be provided for Well simply have to negotiate the best deals we can said Mr We would be in the drivers seat The incumbent town council has required developers to provide the town with major subdivide and that we get the funds to pay for the sewage treatment plant expansion so it can be made without cost to the existing taxpayers said the mayor Both he and Mr Twinney said they will consider seeking a new library and the mayor said a major expansion of the Davis Dr fireball is also a possibility The mayor said the towns new official plan spelling out general land uses for the next years will be presented to the public in October Heaid if it la acceptable the council would negotiate a detailed fiveyear growth plan with York Region which would include phasing and rate of growth to coincide with the new official plan He said such a detailed plan would allow council to establish priorities for the new municipal services it must acquire from developers and for the new parkland it will need north of Davis Dr According to an an nouncement made last year by the Ontario government the sewage treatment plants in Newmarket and Aurora must serve for about another 10 years By that time a trunk sewer will have been built to lake sewage from this area to a plant on Lake Ontario for Treatment Sewage treatment capacity is the biggest tool Ontario government planners have to control growth in this area Move a I lows Au rora to grow to 23000 AURORA The approval last week of Auroras sewage treatment plant expansion wont bring an overnight population explosion to the town We havent really set any priorities ClerkAdministrator KB Rodger said Friday But Im sure that we just cant open the doors When the million ex pansion is finished likely sometime next year the sewage plant will have the capacity to accommodate a population of about 23 Thats a jump of almost 10000 from the present population However it is unclear bow quickly Aurora will grow once a imposed growth ban in effect since is lifted Two factors will help an swer that question the amount of population allotted to ora by the new York Region official plan and the fate of the provinces plana for a major At any rate an Im
