week approved a million budget that could result in a slight decrease in taxes for regional government in 1973 Salary increases averaging 15 per cent for six department heads triggered the major Buck suggested the matter be referred to a special committee She charged that it was totally unrealistic to expect council to formally adopt a million budget Of the earlier closed session she said We apportioned among the nine member municipalities The Region finished 1972 with a SI million surplus and its tax levy is million above 1972 So if the full surplus were applied to taxes the total levy would drop However in a press conference following the meeting Chief Administrative Officer Jack Rettie said council need not apply the entire surplus to taxes although that is one of its options He said council could elect to place part of the surplus in a working capital reserve fund to offset current borrowing needs Or it could decide to apply part of the total to a new divisional police headquarters in south York Region a proposal which was discussed in closed committee last Tuesday but has not formally reached the council level A York Regional Police capital budget lists the cost of
