Although the plan has not been made public Planning Consultants Ltd the Torontobased firm of town planners commissioned by Newmar ket to produce a land use plan on the towns newlyexpanded area met its within the new town boundaries St to Highway and St Johns Sideroad to Green Lane would accommodate 140000 to people if allowed to fill up with homes from boundary to boun tion growth to the valley area where land can be easily and economically serviced and creates a greenbelt buf fer area around the town of estate development and some parks This is in line with an Ontario Water Resources Commission report which also states that the area can best service a population of about 25000 Growth from the present popu lation of about will only be al lowed in areas of the town where sewers and water mains will be the cheapest to build If implemented this will freeze a number of already pro posed subdivisions particularly those in the southwest and southeast cor ners of the town such as the Edwards subdivision These areas are the fur thest away from the trunk sewer and the sewage disposal plant The proposed official plan which looks ahead years but must be re viewed every five if adopted by the town would keep the downtown core with its arena proposed shopping mall senior citizens apartments parks and other amenities as the cen tre of focus of the new town However it divides the town LOTT AURORA Major league la crosse Is coming to Aurora The Ontario Lacrosse Associa tion list week accepted an Aurora en try into its senior division for the 1911 and next week final negotia tions win permit be issued to Rouge Valley Ski Centre until its owners had come up with plans for an ac ceptable sewage disposal system after the township had issued the But Deputy Reeve Ken Mac- said last week inade quate to service the additional homes created by the subdivision and that the sewage treatment plant is near- its capacity The town feels that Highland Heights should construct sewers to service the development Mr Edwards offered in the or iginal subdivision agreement to con struct sewers to service industrial land to the south of the subdivision East Gwillimbury Township clerktreasurer Jack Hopkins testified between and building lots are either approved or appro val in the area north of Davis Dr to the Green Lane and between St and Don Mills Road later testi mony revealed these building lots would house some 5500 people Mr Hopkins listed Lions Star Investments Ltd north of Davis Dr east of Main St with approximately lots Gwillimbury Hills Develop ment Ltd east of the sub division with over 200 lots Ladyfleld Construction Ltd between Bolton Ave and Huron Heights Secondary School with over lots Penstone subdivision west of Denne Blvd in East Gwillimbury Heights with lots Paddock Gate subdivision west of Howard St and east of Hu ron Heights Dr with over 300 lots Skylark Estates west of Ave and east of Yonge St about 200 lots Mr Hopkins added some of these developments will contain apartment buildings and town houses Under cross examination Mr Hopkins said East share of the NewmarketEast Gwillimbury sewage plant was paid for through lot levies from This amounted to from the de veloper of East Gwillimbury Heights Mr Hopkins there was a lot levy for the Hills development as well as the subdivide paying for the reads and sewers Newmarkets agreement with Mr Edwards called for a lot levy as well as roads and sewers but they are of higher standard and theres underground wiring Mr commented East Gwillimbury seems to be getting a better deal from than Newmarket Ontario Water Resources Com mission engineer George Misslngham told the the effluent coming from the Newmarket sewage plant was excellent quality But he warned that is was now nearing its capacity He said that refinements could be made to Increase this capacity to handle a population about 20000 A meeting will be held in January to discuss this refinement Mr Misslngham testified the Highland Heights subdivision plan re ceived OWRC approval But this was the tut others in Newmarket submitted after were not approved he said Chairman Arrell indicated that the Board would not approve the wes tern portion of the Highland Heights subdivision This represents some 103 building lots NEWMARKET The towns mayor and the towns lawyer clashed at an Ontario Municipal Board hear ing here last week Mayor Tom Surgeoner accused town solicitor William Herridge of de laying a Municipal Board hearing called at the request of H M Edwards and Son to force the town Into ap proving the 229 lot Highland Heights subdivision Later in the hearing Mr Her ridge charged that Mayor Surgeoner turned over an engineering report to Edwards solicitor Mike without anyones knowledge or per- be Board to permit sum to give evi dence asked Mr If he was trying to save feee or aid He made the remark after accus ing the lawyer of delaying tactics and changing bis mind about introducing evidence about the western trunk sewer which would drain part of the Highland Heights subdivision They clashed again when Mr started to tell the amount of money Mr Edwards would give the town if it withdrew its objections at the hearing Mr Herridge sprang to his feet and objected to Mr Surgeoner a tes timony saying This information is privileged Im the towns solicitor and I was just making a suggestion at a private meet ing It should be a secret Board Chairman A ruled that Mr Surgeoner could net testify as to what went at the meeting Mayor Surgeoner told the hear ing that Edwards had developed other ments He said the Highland Heights subdivision would bring the town muchneeded Industrial assessment because Edwards was going to install sewers to service the lands on the Cane Parkway Under cross examination Mr Herridge got Mayor Surgeoner to ad mit that former town engineer George MacLellan recommended that Edwards should pay for a sewer to run north from Lome Ave This sewer would drain Highland Heights end relieve the present sewer system Mayer Surgeoner also admitted Chairman ticked off May or for not seeing that the town got industrial land before construction was permitted in the Mr Herridge accused Mayor Surgeoner of pissing on an engineer ing report prepared for the town to the Edwards lawyer that wis liter withdrawn by the engineering firm This report contradicted some evidence presented la another report to the hearing by the same firm Mr contended the re port was made to present to town Mike Perkins and it shouldnt be used as evidence because it might have been physically lifted from 1
