Family Allowances should be based on a selec tive approach relating in come to the number of children White Pap er proposals suggest that no Family Allowance be paid if the income level exceeds Frankly I believe that income for a large family should be en titled to the Family Allow ance just as much as a person earning S3 a year with a small family A major antipov erty initiative to assist gre- atly income families with children is made pos sible by shifting to tbe sel ective principle present Family Allowance program This program would be dis mantled and replaced by the Family Income Security Plan which per mits the greatest possible concentration of national resources upon families in greatest need through a new extension of the guar anteed income concept bas ed on income levels On March 31 1970 children in families received Fam ily Allowances Youth Al lowances or Family Assist ance payments Under this plan Effective September 1971 a payment of fie a month for each child under 16 will be made to mothers which the husband and wife does not a year Benefits will be tax able Monthly benefits will decline gradually as le vel of family income increa ses until payment ceases
