and above board according to proper procedure the basic principle of democracy in the best military tradi tions and all that stuff No hint of political patronage here by Jove no Advertisements were placed in news papers applications were screened by the person nel committee and three candidates names were submitted to the planning committee to make their selection They conducted interviews and made a recommendation to council We even got ourselves a bargain The successful candidate had asked for a higher salary but he settled for only a year plus a onceonly allowance of to pay his moving expenses all the way from Burlington yet Hows that for a good deal Now I suppose we can all settle back and relax satisfied at last the justice has not only been done but can also be seen to have been done except well there are a couple little things that bother me a bit I would have expected the planning con sultants retained by the region to have set down a minimum of professional qualifications for the job of planning commissioner As far as I have able to discover NEWMARKET A motion to advertise all future staff vacancies was overwhelmingly defeated by York Regional Council last Councillor J i motion indicat ed that council agreed in principle with advertising but disagreed with the word ing of the proposal Several councillors argued that if adopted the motion would force council to advertise every staff position when the region of ficially becomes operative on Jan 1 And we have and some odd people now employed by the county that must be retained next year said Chairman Gar field Wright Provincial legisla tion requires the region to retain all persons now work ing for the county at their present salaries for at least one year But technically every regional job will be new since York is enter ing a new form of adminis tration Council felt that passage of the motion would require advertising for jobs which automatically will be filled by existing county employees in effect con tradicting the p v i cial Region hires Oakes as its first solicitor CONROY the is not a graduate of any high school or its equivalent He has no degree from any uni versity that I can iden tify He is however a member of the Town Planning Institute of Canada which accord ing to the regional ad ministrator is the only professional qualifica tion required for the a year job Con the county planning consul tant was also a candi date Con is president of the Town Planning NEWMARKET A senior official with the Metropolitan Toronto legal department was hired last week as the firt fulltime solicitor for the York Re gion York Regional Council approved the ap pointment of Edward Oak at a salary of at last weeks meeting Councils person nel committee chose Mr over seven other ap plicants for the job and committees recommenda- Oakes will also serve as solicitor to York Regional Police Board as well as the region council Mr has good allaround experience in municipal law with ex tensive work in police and Ontario Municipal Board matters Councillor noted that he earlier had argued against hiring a fulltime solicitor but said he has since been convinced that a fulltime man might be for the best Mr Oakes promis ed council that he would set up a legal department that wilt operate at top efficiency Id love to start tomorrow he said Act ually I would love to have started last September But he added that he must complete certain duties in his Toronto job before as suming his new position Mr Dowson has had an interesting career He left school at 16 and apprenticed to take a class A certificate in mechanics He learned to fly a plane At he went back to school and took his senior matriculation after which he attended the University of Toronto and took an Honors in geography He worked as senior planner in North York in 105057 and as Zoning Administrator in in He won the Metro Toronto Fellowship in which paid for a years grad uate leading a Diploma in Town and Regional Planning from the School of Architec ture University of Toronto Con has worked for the county for six years For the last several years most of his work has been in preparation for regional administra tion One of his reports compiled statistical data which purported to prove that the relocation of the south boundary line would be economically disastrous to the county The Department of Municipal
