Ik Era December Ottawa Report John Robert Last week just States Last spring the Canadian In stitute of International Affairs re ceived requests from a variety of American groups for speakers on Canadian politics It arranger for Pat the Conservative HP from Nova Scotia Marvin a Toronto business man Doug Fisher the Telegram col umnist and I to travel as a visiting panel of experts to Philadelphia Pittsburgh Buffalo and Milwaukee We were something of a travelling road show in Canadian affairs When the trip was first sched uled we planned to stress the peace ful tolerant nature of Canadian soc ial and political life- By the time we arrived the newspapers had been pre occupied by the kidnappings and killing in Quebec Americans were curious about the others were alarmed both by the violence which had taken place and by the invocation of the War Measures Act Our audiences were varied businessmen graduate seminars in universities newspaper editors high school students Our hosts kept us hopping to the of exhaustion Each day was filled with lectures shows and panel discussions In Milwaukee there was a de monstration against us of radical stu dents shouting Ho Ho Chi Minn is going to win As demonstra tions go it was pretty small potatoes about young students carrying a big blue and yellow banner reading Free the I went out to speak to them for to 20 minutes before our meet ing started Some of the radicals shouted that I was a fascist and a pig but others shouted that they should hear my side So we had a little de- found out they did not know very much about Quebec nor about Canada They simply assumed injust ice had been done and applied their conceptions of United States society to the Canadian situation Our panel contained repre sentatives from the three major par ties in the House of Commons We often disagreed about the Quebec sit uation and as a result may have con fused our audiences as much as we enlightened them naturally emphasized the and bombings The Conservative and representatives stressed the threat to civil liberties in applying the War Measures Act On other subject most often raised by Americans during our this sentiment in Canada how different age groups and differ ent regions of the country viewed the United St Canadian economy is a greater in vestment in Canada than in the whole of Europe In the Buffalo area there was great concern that Ontario might ex propriate the cottage and recreational properties owned by United States was a bit surprised that the Canadian governments recognition of mainland China and our policy of treating draft dodgers on the same basis as other applicants for immig ration were not criticized in gen eral the Americans we spoke to did not object to these policies The trip provided a fascinating glimpse of American attitudes to Canada I am convinced that more of this kind of information work should be done The United States is understand ably by the responsibili ties of a world power Canada is im portant to it but many other co untries are equally important and it is also conscious of its enormous domestic problems- It is in our interest to ensure that the United States becomes more aware of our concerns These trips also help us understand the Americ ans I think that Canadians often as sume because we live so close to them that we have a special know ledge and expertise in American af fairs But closeness can often mislead the observer The United States is an enor mously varied country and the views of Canadians reflect often a knowledge of only one small part of the country Canadians particularly those in public life should try and get as wide a knowledge as possible of the variety of American opinion The United States is much too important a country to us to be dealt Queensville WI holds agriculture discussion The Institute held a splendrf meeting Nov IS at the home of Mr Stan ley Eves with Mrs Chapman presfding The program was on agriculture and in charge
