residential tax relief appear gloomy this week despite York County Councils decision to seek restoration of the tax balance that existed before reassessment After lengthy debate last week a divided and confused county passed a resolution calling for an alternative to the two tax relief measures recently passed by the Ontario Legislature The resolution asks the pro vince to pass a special bill allowing the countys residential ratepayers to pay the same proportion of the tax load as they paid In 1969 before Yorks reassessment was completed County councils resolution also urges York municipalities to collec tively reject the provinces two tax relief schemes and await the new legislation requested by the county Judging from last weeks debate however it appears unlikely that all York municipalities will reject both existing bills And county council has no power to enforce its resolution among member municipalities The is simply a request both to the municipalities and the province And moments after the vote was taken Warden Gordon Cook suggest ed that the legislation and bylaws committee make recommendations re garding Implementation of Bill one of two tax relief laws offered by the province The vote was 13 for eight against with three abstentions But the debate continued well after the resolution carried Newmarket Reeve Clare Salis bury whose committee presented the resolution told The Era last week he would seek authority to take a county delegation to Queens Park to press for implementation of the resolution Hut he said he wanted to await official reaction from local councils before going to Queens Park To date only Newmarket and Aurora Councils have officially supported the resolu- the legislation sought by the county municipalities would re apportion the tax burden by applying different mill rates to residentialfarm and industrialcommercial properties Reassessment resulted in a marked shift in the tax burden from industrialcommercial to residential- farm properties this year a devel opment that has raised vehement pro test from residential ratepayers throughout the county During the debate John McLean told council that if you support Ontario bills If we can make it work in the County of York I suggest we can make obsolete most of the legislation already passed he said Reeve Buck accused the pro vince of passing a problem of its own creation back to the county despite warnings from two special committees that taxation on 100 per cent of mar ket value would result in a severe shift in the tax burden to residential ratepayers The province has consistently ignored all the recommendations of its experts Reeve Buck charged She added that the two provincial relief bills deny all logic and completely deny the principle of equity in pointed out that Aurora Council had voted to adopt Bill tone of the two provincial relief meas ures but that at a committee meeting last week had decided to support the said he had supported
