York at a special session of council last Thursday moved a step closer to county- wide administration of education when it gave third reading to a bylaw sett ing the membership of the proposed new Board of Education at IB members 1 representing public school supporters and one representing Separate School sup porters Reeve Stewart Rumble of Township was chairman for the Com mittee of the Whole who faced some strong opposition from a few members on the use of the provincial equaliza tion factor in determining the quota of representation from the 14 municipalities involved Members of the
