NEWMARKET York Countys chief planner envisages a new city developing in the future along the Hol land River encompassing both Newmarket and Aurora and he warns county govern ment must lay the ground work now for its proper development A form of regional government is essen tial for proper development in the county he said and emphasised the county govern ment must be allowed to take over planning and land use control when a county school board begins operating on Jan I He also feels a regional form of govern ment is necessary for urban renewal to plan capital spending to formulate an effect ive countywide farm policy and for a rapid transit system We need strong local more than anything else said Mr but we need to redefine local It cant mean just Newmarket or Aurora any more it has to be something bigger We have to think in terms of time and distance But he warns bigness alone isnt the answer He said men must be able to learn by participation in their local government they must be able to play a role in their own future He said the present problem of divided loyalties among county council members all are directly elected to municipal coun cils and then appointed to county been a wonderful year for Can ada and Canadians We in Newmarket have joined with our fellow Canadians in celebrating our countrys Centennial To all those who took part in planning and participating in the events we owe our thanks and I offer my personal thanks These celebrations Im sure contributed greatly to a boosting of our community spirt For your municipal council and adminis tration it has been a successful year in my opinion Many things have happened pro cedures changed new policies adopted and many plans laid for the future In writing this article I have referred to a similar ar ticle written a year ago Some of the items mentioned have been completed some are still in process of com pletion and some have yet to be started Sometimes municipal machinery particu larly where provincial departments are in volved seem to move slowly For The Townf zoning bylaw which has been In progress for approximately 10 will be a reality The Ontario Municipal Hoard hearing was held in December and we ex pect the Hoards affirmative ruling In Janu ary IKS This plan has involved hours upon hours of work over the years ami again in by your planning board the clerk and his staff and the town solicitor It is a credit to them that it is about to become a reality I should be mentioned too that we as a council supported by the planning boards away from the twotier form of government It hasnt worked that well in Metro Toronto Our biggest frustration is inadequate references and facilities to do the job there is no lack of talent in this country he said If we get that in we can catch the magic that built this country We can pro vide more vitality than Metro ever could our chance for innovation is greater he said Mr Dowson characterized Metro Tor onto as loo institutionalized How do you change a thing as big as Metro he asked and went on Here we have a chance to play a role in our own fu ture and avoid Metros shortcomings He pointed out new urban technologies are being developed Some day it will not be necessary to build along lakes and rivers Other methods will be available to deal with sewage he said but pointed out the county must start pre paring now County development recommendations have attempted to en force this bylaw as it is written We have been advised by the Ontario Municipal Board that the bylaw when passed by them will be enforceable as of the date it was passed by Newmarket council Obviously then anyone who knowingly violates this bylaw during the intervening period places himself in a difficult position in the eyes of any court Our Urban Renewal Study Scheme will be completed no later than February They should be completed- by the end of January but Im giving the consultants a little leeway When the plan is completed we should have a plan for the future New market The downtown core Is the heart of a mu nicipality and when It deteriorates to the extent ours has we should be prepared to perform a transplant Most of the area is as old as the town itself 110 years or more and those that built the buildings many years ago shaped the Town We now have the opportunity to reshape Newmarket for the future The cost of doing so will not be for the benefits and services to be derived We must have the courage to proceed Industrial development has been slow in 1967 but we have been successful in having See Page 16 Davis Calls For Spending Cut CLARENCE DAVIS Minor of Aurora AURORA Looking ahead many new aspects of local government endeavours ap pear as a challenge to your council ami its employees I feel that the largest single matter in the near foreground is that of regional gov ernment the actual form of which anil time of its actuality is presently unknown Nevertheless I believe we may be assur ed that this typo of government is inevit able and will produce when realised a tre mendous change in the present accepted methods of town council as we know it For example geographic boundaries composition of council local boards and jur isdiction of certain services may all be changed School Boards on an area basis is already on the agenda for provincial legis lation However while I feel that these changes are imminent I strongly believe we must carry on under our present framework con cepts and it municipality re gardless of further changes maintains a sound economic and planning picture As to further developments many ideas must be taken into consideration and it is most difficult to arrive at a picture favor able to all Firstly we know that certain large capi tal expenditures are already committed for the year the community centre and sewage treatment plant The cost of annual repayments for con struction of the new senior public school is slated to commence in the year and if on an area basis as proposed by the pro vincial government may tend to distribute all school costs to a larger percentage of taxpayers From a current operational point of view I foresee no major increases in since this year council updated equipment wages etc for all departments with a view to al lowing more realistic workable conditions for at least two years I am convinced that we must enter a strict austerity program with regard to further commitments of a capital expendi ture nature I do not say that we halt com pletely but merely undertake those large proposals deemed expedient and necessary to maintain our town on an even and reas onable level A period of some curtailment in capital spending will result in favorable capital debt reflections and result in a stable and financially sound municipal operation Specifically speaking increased debt from large expenditures of money for road construction and road widening expansion of services unless most urgent ami construc tion of buildings should be postponed until we have the population and increased com mercial andor industrial assessment to car ry the load FUTURE DEVELOPMENT As outline I feel present commitments including general operational costs are reaching a stage where the tax load on our present population is too large Capital debt and yearly demands from local boards and the County are ever in creasing with no thought towards our Hospital Staff York Reverses Health Unit Stand NEWMARKET York County Council reversed its stand Thursday and voted approval of a provincial proposal that York County Health Unit amalgamate with public health units in neighboring Ontario County and in the City of Oshawa The provincial proposal was put forward last summer by Health Minister Dr Mat thew Dymond in legislation changing the provincial grant structure for public health The new legislation forms large public health districts from several of the former health units The York County Council turned down the proposal unanimously last summer On Thursday Markham Township Reeve Stewart Rumble one of the countys repre sentatives on the combined health board- health unit said the unit explored all pos sibilities open to them to remain independ ent but it was to no avail He said if the county was to receive maximum provincial grants it must move into a health district Mr Rumble said the York County Health and Board had capitulated the night before and voted to join Ontario County and Mr Rumble said percent of their costs would be covered by provincial grant if they stayed independent and percent if they joined Medical Health Officer Dr C LePage told the council the health minister had indicated to him the county would not be left with a choice for long anyway He said the province will make health districts man datory in near future NEWMARKET York County Council has made a bid to lake both planning and land use control away from its individual municipalities The council voted last Thursday to ask Queens Park for legislation allowing the county to take over the two functions from its town and township governments The council also approved a second re commendation by Its planning committee that it request Ihe province undertake a local government review jointly with the county as it pertains to York County Both moves stem from a decision an nounced last fall by premier John to amalgamate school boards within a coun ty into a single board The premier set a January deadline for the amalgama tion In York County this will mean 21 exist ing boards elected and six appointed will be consolidated Into one board the council was told in a planning committee report said the new school board will admin ister over half of the countys tax revenue II slated this shift will mean elected councils and appointed planning boards controlling the balance of the countys tax revenue between them must integrate their separate development policies with the single school policy The planners termed this prospect diffi cult not impossible To ensure equitable distribution of de velopment to ensure balanced development to ensure development at a rate commen surate with the growth of financial base it is imperative that planning and development control pass to the county level coincident with the provision of the major and most costly service education said the report The report said it is imperative that the shift of control to county level occur as soon as possible Only Aurora Reeve J Murray Township Reeve Brian Bailey and Newmar ket Deputy Reeve Clare Salisbury voted against the request to the province for the power to take over planning and land use control County Warden Floyd Perkins warned the council during the discussion the request was the most important ever read in this coun cil since Ive been a member and Geor gia Township Reeve J said he favored the request because any one mu nicipality that doesnt restrict development could break other municipalities East Deputy Reeve Mrs Gladys Rolling said we in East bury are swamped with subdivisions and de velopment of all kinds Until we have con trol of development within the county it will be difficult to know how our education will pan out Reeve Bailey said he could not support the motion unless it also asked for a take over of major services along with develop ment control If we are going to control planning we will also have to control services Land use control carries responsibilities he said Reeve Murray termed the takeover mo tion premature He said he wanted to con sult his council before making a decision Friends Rally To Aid Fire Victims Five Injured In HeadOn Collision GORMLEY Five persons were injured Monday afternoon in a twocar headon col lision on the Gormley Sideroad at the 3rd Concession Whitchurch Township Police from area departments were called in by to escort two ambulances over treacherous roads taking the injured to hospitals in Newmarket and Richmond Hill Derek Aurora suffered mul tiple abrasions while his father John was hospitalized with a broken shoulder frac tured leg and head injuries A third passenger in the Gariepy vehicle Judy King City is listed in fair condition suffering two broken legs and fa cial lacerations Malcolm Bird Toronto driver of the second car involved and his 54yearold wife Pauline are in York Central Hospital Rich mond Hill suffering head and chest injuries and listed in serious condition AURORA special Christmas had a grim outlook for the Thomas family late Saturday afternoon when they returned from an auction sale to find their home in smouldering ruins at Musselmans Lake eight miles east of Aurora Mr and Mrs and their four- yearold son Tommy were left with only the clothes on their back until neighbors rallied around to give assistance Some 200 people attending a Christmas Dance at the Cedar Beach Pavilion donated 155 for the family while Whitchurch Town ship police were inundated with calls from numerous York County residents offering clothing food and toys for the little boy Michael Colford of Oak Ridges gave the family the use of a fully furnished winteriz ed cottage for as long as they need it while Walter and his family took the into their home for Christmas dinner As Thomas and his wife Brenda unpacked the parcels of clothes and toys they were overwhelmed by the generosity of people showing the true Christmas spirit I didnt know which way to turn after the fire said Mr and now I am at a loss for words to express our thanks CLOSED The Era will be closed from Friday night at pm until Tues day morning at am The Era will be published or Thursday next week Instead Wednesday so that the staff can spend the New Years holiday with their families Thomas and with young Tommy clutching a toy gather under a Christmas tree for a happy family portrait made possible by the generosity of Toronto and York County residents The family lost everything they owned in a Saturday afternoon fire that destroyed their home A furnished cottage along wit a Christmas tree for Tommy clothing money and food were among donations from people who heard of their plight and worked to assist the young couple over Christmas
