crisis in Ontario Mr Nixon told his audience that the people of Ontario had been deluged with promises and predictions that the housing situation would be solved by the HOME program of the present government of Ontario Tins has been proven wrong right down the line said Mr Nixon the housing shor tage grows more critical every day and the governments HOME program will do Ifltle or nothing to relieve it Mr Nixon noted that not one building lot would be made available in Metro Toronto this year The closest are near Brampton and would cost nearly a lot The HOME program is a hodgepodge of stopgap afterthefact stabs at a solution supported by a publicity campaign that has a far more professional touch than HOME program itself We have been hearing about the Mal vern Development for ten years Mr Nixon said and we heard it again in ihe last ses sion of the Legislature This plan is sup posed to provide ten thousand housing units in Metro but now we learn there will be an other two year delay before anything con crete will be done Mr Nixon said that it must surely be ob vious that cooperation between the three levels of government federal provincial and municipal was needed to solve the problem and the provincfa government must take the initiative A master plan must be developed which takes into consideration the number of housing starts required just to stay even with the present number of new housing units needed each year plus pro vision for immediately Implementing a mas sive increase in the number of starts to catch up with the backlog that has been built up Should cession south and to the west of Office Specialty to Water has beep classified for redevelopment by a firm of town planners The firm Proctor Bous- and Bacon was hired by the town to determine if and how much the downtown was in need of re newal The firms report also revealed locations of problems of lesser mag nitude but concentrated their first report on the Central commercial district for the preparation of an Urban Renewal Scheme The report added that since no other area was found to be suffi ciently blighted to warrant prepara tion of a scheme the investigations of this detailed nature cover only the downtown area The planners made no specific recommendation in their first report but they did say It will therefore be necessary in order to revitalize the downtown area and restore it to its status of the Central Business District to en sure that the scheme proposed offers stores as modern parking as con venient walking areas as pleas ant as any shopping centre can offer SEPTEMBER A report with specific recom mendations to revitalize downtown Newmarket is expected sometime in September The town planning firm found that the opening of the Newmarket Shopping Plaza had a marked ef fect on the downtown area but it has not affected it to such an extent that it is becoming dormant A survey taken by the firm show ed that per cent of the downtown more next and that another six per cent would expand their facilities within the next 10 years The survey also showed that per cent of the downtown merchants were satisfied with remaining at their present location and only per cent wished to relocate Of tho 24 merchants wishing to relocate seven wanted to move to Davis Dr Plaza eight wanted to move from the downtown area two wanted another locution on Main St the remainder were Urban Renewal Study and Scheme I quite severe deterioration especially in the central part of the Renewal Scheme Area the report continued USED AS PARK In recommending the downtown section as a redevelopment area the town planners noted that the vacant land along the river valley could possibly be developed as a park and thus its inclusion in the renewal scheme area may provide for a use ful amenity The report also stated that Wages in Newmarket are low er than in Metro Toronto and un skilled workers are lower than those in Aurora There is a deficiency of local active parks especially in the areas with high densities of children Storm sewers are virtually non existent There is virtually no water pressure at the east end of hanta underwriters rate five years if it were feasible the water distribution system as gen erally inadequate Street conditions within in the town are on the whole unsatisfactory Industries have assisted in the deterioration of abutting residential properties
