OF JANUARY NINETEEN HUNDRED AND SIXTY A WELCOME TO THE NEW COUNCIL Another milestone in the life of our municipal gov ernment was passed this week with the swearingin A yet another years mayor and council In the past the town has seen a procession of earnest conscientious men and women take this same oath of allegiance to our Queen and Canada and a projection into the future would show no lack of people of the same calibre to fill the position We dont really know where these leaders come from or what drives them to work for their com munity as they do but though we are the first to agree they are not infallible and though at times will hear the criticism of those that elected them no one can say that they are not willing As the County Magistrate Colonel 0 pointed out in his address the other evening these mem bers are prepared to take office with the possibilities that the timeconsuming job of local government will affect both their private and business lives Why do they do it It certainly cannot be the financial remu neration that attracts them The mayors office is en titled to 1500 a year and all other members of council including the reeve receive only plus an extra for chairmanship of a committee Lest these figures sound impressive a rough estimate of the hours in which they are involved in town business during the year would show that they serve the town for approximately per hour Hardly a princely sum for which to sacrifice their leisure hours and family life Are they hungering after the feeling of power We think not From our observation of them the stage is rarely get to allow them a show of egotism and with a few exceptions they work without an audience Al though there are undoubtedly extroverts among them arent most of us hams at heart there are just as certainly outstanding examples of the opposite Per haps we shouldnt even try to ponder the forces of civic conscience which moves a man to serve his fellows but instead just accept the fact with relief that people do exist to lift the onus of running the complex mach- of government from we less enchanted ones We would like to take this opportunity of offering sincerely our own best wishes to the new mayor and council Though critics have charged that some mem bers arc inexperienced in the sometimes confusing ways licipal procedure we assure those critics that for bettor or for worse they wont inexperienced very long CIVIL DEFENCE Reported in this issue is a proposal which face the new York County Council when it -ii- Under discussion will be the appointment of a Civil Defence CoOrdinator for the county Essentially bis duties will be the direction and control of a force of volunteers from each centre of population to act in either war or local emergencies as a liaison between the army and municipal authorities in the aid of civilians It appears from the record that the countys ex perience over the past two or three years in this regard has not been a particularly happy one We are left with the impression that this important position has been awarded largely as a political sinecure Too little em phasis has been placed on filling the vacancy with a man properly fitted for the job and too much on accept ing a willing though unqualified political contender It would seem to a far greater waste of money to give the post to the latter already busy with county domes tic affairs than to consider the matter carefully and engage a fully qualified man versed in all phases of the problems of civilian security There is a potent argument on the other hand ques tioning the of even creating the post and a number of county councillors noted the evident reluct ance with which the federal government extended aid to the municipalities for the continued operation of ex isting civil defence facilities If this is indeed the case it hardly seem propitious to consider extending the scheme and the expenditure of further sums of money if the Dominion government finds itself commit ted to the development of civil defence on the one side and being in the embarrassing position of trying to soft pedal the issue on the other It is not unlikely that this is the situation in which they find themselves and it is feasible that in this era of quasi appeasement and worldwide disarmament talks an extensive overall civil defence program would be gently discouraged The most effective means of course being to cut off the supply of money Also work ing in conjunction with this trend would be disinterested public opinion an opinion lulled into a sense of false security through the subtle influences of distance and for splendid isolation A legacy from the days when the world did not have to contend with aircraft flying at twice the speed of sound In spite of these possible arguments to the con trary we believe there is a place in the countys admin istration for a Some municipalities such as Newmarket and already have established civil defence units which are both active ami efficient However many areas in the county are still without such a service to call upon in an emergency A situa tion which leaves many gaps in the smooth operation of the whole This then is the dilemma The retiring members of council were split in their approaches to the problem and it has yet to he seen whether their successors will have any preconceived notions one way or the other It will be left to them to determine whether a full or part- time is needed What salary he is to re ceive his specific duties and most important of all who its going to be If the job is given to a professional trained in civil defence methods his appointment will tend to consolidate and encourage those units already LIQUOR ADVERTISING We all aware Canada is a young country regulation which forbids publishers of magazines and newspapers to print advertisements pro claiming the virtues of beer or spirits As yet we have noticed no action on the part of the government to eli minate blatant ridicule of the law As it stands now the regulation makes it an offense for a publisher to print an advertisement of this nature in the province of Rcccntly in a brilliant editorial the PostExpress of spotlighted this situation which allows strong dailies who can afford the inconvenience to neat ly sidestep the law by having a supplement filled with brewers announcements published in New York The sheets are then sent to the home offices of the dally newspapers concerned and are inserted in the regular editions The PostExpress also pointed out that in one paiticular issue apart from the beer adver tisements there was a page paid for by the Government of Ontario and also another from the Ontario Depart ment of Transport on the dangers of drinking and driv ing We are not arguing that this isnt a good psycho logical move and probably a necessary one but we object to our provincial government subsidizing and condoning- the breaking of her own laws We are not blaming the dailies for their exploitation of this legal loophole in deed we would like a slice of the business ourselves but we do attack the unjust law which in effect differenti ates between wealthy dailies and weeklies What possible justification can the government have for its continuation and why is it so slow in rescind ing this unfair ami ineffective piece of legislation We are not children any more and whether we like it or not most people will always take a drink one is shielded from its evil effects by a law which withholds announce ments from the demon brewers but which allows periodically a flood of advertising through the medium of supplements which are printed outside the country If people want to drink and the breweries and distiller ies want to advertise there should be no reason why they should all be forced to guiltily skim around the law Advertisers should not be forced to expediencies such as public service announcements- or the best place to fish in Ontario They are not selling fishing tackle for goodness sake hey are selling beer and so inci dentally is the government The quicker we face the facts the better it will be for all of us anil we can stop resorting to this backdoor method of choosing our that lit in favor of the abolition of these restrictions is a case literally of sour grapes and that we are envious of the advertising revenue Certainly we would like the ads any extra prosperity the newspaper enjoys will be spent indirectly through employees of the paper in New market but that is not the primary reason for our in dignation It ia a question of laws which are ostensibly made by people for people usually for their protection and a means by which a community or country sets standards of behavior for itself As laws demand our respect But when a loophole is discovered in that law some technical triviality which allows it to he brok en by a select few through reasons of power wealth or position then it should be cither
