being a nuisance on pub lic roadways and streets Giving to the fact that two childrenhave been bitten by dogs one in Jack sons Point and another in Miami Bench area the Township Council has deemed it at large 2 Any dog found running at large within the Corporation of the Township of North shall be seized and impoun ded in the Township Pound and if not claimed within two days shall be killed by the Pound Keeper 3 Every person who contravenes this Bylaw by permitting his dog to run at large within the limits of the Corporation of the Township of North Gwillimbury shall upon summary conviction be come to the rescue of the cities if Canada is ever involved in a nu clear war In the civil defence plan the small town would as sume the role of relief and re habilitation The only effective defence against the with its massive destructive power is evacuation of likely target areas before the bomb falls The popu lation of strategic cities there fore would have to be absorbed in small towns and villages up to miles away That brings practically every community in the country a vital role In the overall plan Towns to cities may bo required to provide many types of assistance Transportation most vital clement in evacuation planning may required to help carry away the city popu lation Assistance from the clos er towns fire departments would be needed since no city is equip ped to battle the fires expected to follow a nuclear attack But the big job would bo to care for the fleeing refugees Many would have nothing with them but the clothes they were wearing The small towns would have to provide them with cloth ing food and shelter Emergen cy hospitals would have to be set up outside stricken cities The first thing necessary for a small towns civil defence plan ning is to determine how its pre sent facilities and layout can best bo used How many refugees could It care for What help could It spore for a target city Has it any large buildings that could servo as emergency hospi tals How many ceding estab lishments lias it unci what capa city could it handle in on emer gency Then It roust have a plan through which its facilities can bo put into use The need of volunteers trained to supplement all of a towns regular services police fire health and welfare is obvious considering the in creased demands a large influx of refugees would make on them No community however small or isolated can consider itself outside these responsibilities The vast area that would be affected by jusi one blast refuses to relieve any town of these obli gations It is estimated for example that the area contaminated by radioactivity downwind from one exploded bomb might be 200 miles long and miles wide The size this area would vary according to the power of the bomb the height at which it burst the nature of the ground under the burst and the weather at the time it is possible to sur vive this fallout radiation in proper shelter for such radio activity decays rapidly Hut evacuation Is still the most effective defence In event of a heavy bomb blast leaving whole city dangerously radio active and contaminating large areas outside it the refugees would have only one safe course to keep going until they got as far away as possible So no small town or commun ity can consider itself loo isolat ed to be of use in reducing effects of nuclear attack on the larger and less fortunate com munities Having regard to the magni tude of the problems before us P Federal Civil Defence has it bo obvious to all that our safety depends on nationwide unity of purpose There arc no short cuts responsibility cannot be placed on the shoulders of any one level of government nor can it rest entirely on shoulders of the three levels of government Every organization and all the people
