impressive part of the building is the interior The improved working conditions will be ap preciated by the staff and mem bers of the legal profession One criticism is that the en trance is in a side alley The new office entrance has a pleasing suggestion of Greek architecture but is hardly noticed by passersby We wonder why property was not purchased south of the build ing so that an entrance could be made to the new office from Millard Avenue If that had been done the front door of the office would be opposite a new Bel Telephone exchange build ing now being constructed The Chamber of Commerce is sponsoring a preelection pub lic meeting this year to be held on a night other than nomina tion night This suggestion has been made several times during the last few years but never carried out before So much time is taken up by nomination procedures at the regular meeting that there is insufficient time for all speak ers to put forward their opin ions on town affairs Another problem is that the first speak ers take up considerable time and by the time the last ones have their chance at the plat form most of the attending electors have gone home The Chamber of Commerce is to be congratulated for taking the initiative We only hope that all candidates will take ad vantage of the opportunity and that there will be a good at tendance at this meeting Nov ember We suggest that advance notice be given the public to name the speakers who will be at the meeting Possibly an in dication in the press of some topics to be discussed by candi dates would encourage a good NINETEEN HUNDRED AND HIGH STANDARDS IN COURT HUMAN RIGHTS are precious Most people take them for granted forgetting that it took centuries of struggle in Britain to win them and further vigilance in this country to keep them The average citizen seems little concerned about guarding the rights of the indi vidual But the practicing lawyers the judges the crown attorneys and the magistrates in our courts are the guardians When a charge is laid against the individual he has the right to a fair trial According to the law in our democracy he is innocent until proved guilty The members of the legal profession and of the courts must see that our high standards in the administration of justice are maintained and in this duty is included a responsibility for the rights of the individual In a recent case at the Newmarket court Magis trate 0 S reviewed the charges against three men in connection with the keeping of a common gaming house The magistrate refused to convict one of the three men because of a lack of sufficient evi dence presented to the court The local magistrate has shown on many occasions that he has tolerance for flimsy evidence an indication that the rights of the in dividual are conscientiously upheld There was a day when the duties of magistrate were token by an ordinary citizen who had no legal ex perience and probably little education It was possible that the local plumber or blacksmith was the magistrate The tendency to conclude that a person is guilty because the police say so once threatened the rights of the in dividual and even today the attitude sometimes needs to be corrected in some courts But generally speaking we can take pride in the high standards in magistrates courts of today TOWNS COOPERATE THREE TOWNS Bracebridge and Gravenhurst cooperated in a general promotional cam paign this fall for the Cavalcade of Color when On tario residents were urged to visit the holiday district and see the fall colors when the woods were at their best Large colored foliage posters were distributed in many parts of Ontario to lure visitors to the scenic won derland this past month It was a good example of how neighboring munici palities can cooperate for the good of all concerned if they want to do so This newspaper has been trying to put forward the idea that much good would come out of cooperation between the neighboring municipalities in this district particularly in planning for future de velopment of the area COULD HAVE LED REFORM THE NEWMARKET council has turned down the proposal for increased salaries for members of council We refrain from using the term raising their sal aries because that was not the purpose of the motion by Councillors A and Alex Hands The spon sors of the proposal were of the opinion that salaries including maximum of annually after three years of service and for the mayor would result in strengthening the basis for good local government Some members candidly stated that it was political sui cide Others not come out and say it but it could guessed that they had the same fears So the members of town council will continue to receive five dollars each for every regular meeting of town council They will continue to attend numerous committee meetings special meetings meet visiting de legations hear problems and carry out a variety of public services as a matter of civic pride but at the of their own businesses or jobs Possibly future members of the local government will faced with the temptation of accepting political favors pos sibly they will itiopl ilium to offset the material losses incurred in serving Iho public These are some of the theoretical flaws in the system which Councillor was trying to overcome Wo are that council did not go through with the proposal No doubt a of council thought there would lo a lot of bail publicity and that their own political careers might come to an end We do admit that wo could foresco candidate up oh tho nomination platform in a few weeks saying will servo town for practically nothing if these men wont But there was much moro to bo gained Newmarket could shown its courage in leading the way to reform in the municipal government system Al though the adoption of the salary system on a perman ent basis would mean two additional mills on the tax rate in a year the plan could have been implemented easily on a trial basis for this year Salaries would have been effective for only two more months and the results of the test would have been indicated in the number of new candidates at nomination meeting at the end of November If the test proved to be a fail ure the salary system could have been put back on the old basis SALARIES JUSTIFIED THE PROPOSED salary increase would have meant approximately two additional mills on the tax rate another burden some ratepayers might have said Yet with an elected body the members of which receive Vespectable remuneration for their services no doubt the two mills could be saved After all the council operating a business which spends a half million dol lars a year If the same efficiency were demanded of the elected representatives as found in the operation of a private corporation possibly taxes would not be so high As the municipal system now functions a con siderable allowance for error must be given to Vol unteers who are administering this public corporation on a parttime basis Policies which should have been adopted to prevent high taxes have required a long time to be implemented One of them is a policy of requir ing subdividers to pay extra amounts of money on resi dential development projects to offset town costs At present there is a restriction on subdividing until indus trial development takes place but the time will come when further residential growth will take place Will again be free to exploit the town without paying the usual extra municipal charges as levied in other municipalities We do not think that the ratepayers of this municip ality would have any objection to paying reasonable sal aries to the elected representatives when the town is being administered well We congratulate Councillors and Hands for acting according to their convic tions Councillor Hands who says that he plans to stand for reelection showed courage in supporting the pro posal a few weeks before election time WHY KILL MOURNING DOVES Fergus NewsRecord Admittedly the ways off the Department of Game and Fisheries are sometimes beyond reason but its hard to believe that an open season has been declared and hunters can go out and kill off that rare and beautiful bird the mourning dove Many people never seen a mourning dove A few get so annoyed at the sound of what a dove con siders a love call that they would to take a shot at one But the bird lovers and other inhabitants of small towns and countryside regard the shy dove as one of Ontarios most beautiful birds The species is not largo enough to provide a meal for anything larger than an owl Why in world should some moron in Queens Park suddenly decide that the mourning dove is a game bird Only one argument seems to have been advanced Its legal to shoot mourning doves in some states so we may as of place east of the railway tracks Saturday Slim was strapping duffle bags to the roof rack and alongside the bonnet From inside the Arrow came muffled voice think we need to shift this bag off coal here to the centre or add some ballast on top of the tent there otherwise her centre of be wrong and the list to port Wheres the bad tire port or starboard asked Slint I switched her onto one of the spare rims replied Wall I think she travel okay said Slim stand ing back and taking a long look at the old seven passenger sedan The Arrow is a beautiful vehicle more like a craft than an automobile They dont make cars as good nowadays It has plush upholstery and blind In the rear window Its so high that Urchin the press man can stand up inside it Urchin who is mechanically minded takes a great interest In the Arrow and works on the motor every Saturday night Urchin says that he is going to do something to the valves shell be more powerful the trip this fall Urchin is going along as chief
