towns local paper this citizen has read with interest detailed accounts of civic admin istration- In the capacity of taxpayer and employee in one of the towns major industries he lias participated in the growth of Newmarket Because expansion has been rapid he is concerned as to the degree his welfare wilt be Affected by the towns development in the fu ture years of post war resi dence he has witnessed the taxes on his pro perty attempt of council to enforce certain bylaws While other bylaws of equal import ance are treated with disregard i Acute parking problems which have tempted hint more than once to put a Wheelbarrow hi His car to convey the weeks groceries for a family of live from his local merchant to the nearest parking area The poor reception given to industries seeking location in Newmarket Many opportuni ties to supply more local em ployment have been seemingly lost because of inadequate ties for potential industry or be cause no permanent decision can be reached as to where indus trial areas will be located so as not to contaminate and disturb residential areas T Concentrated improvements in portions of the town while other sections are indiscriminate ly denied essential facilities It is conceded that council has faced many of its civic problems with concern and significant pro gress has rewarded their efforts There is however apathy and short on the part of town council that disrupts ef ficient ration which may in the ahead prove costly to the taxpayer Housing development has been slow citizens would conWuiedyivja nule radius to their place of These persons would not commute such distances if local labor were sufficient to supply them with enjoyment at the rate of gay they would receive elsewhere The present muters hying our midst tarn a higher standard of and are better able to bear the burden of taxation than their lo cally employed neighbors In towns and cities mu nicipal Councils have stipulated wage standards for in- Within their corpora tions By so doing their tax pay ing citizens are protected from substandard wages Municipali ties are protected from fly-by- night or unstable industry locat ing in their midst Such stipula tion also discourages the possible state of having one group of citizens commuters enjoying the living standards of a higher wage level than the locally era- ployed portion Sooner or later Newmarket must face the problem of sew age disposal A sewage disposal plant will cost the town in ex cess of There seems no alternative even though the mill rate must be raised to accommo date it In a nearby city such a plant was purchased years ago At the end of five years it was necessary to spend 40- for maintenance repairs At the end of eight years engineers declared the plant sufficiently obsolete to warrant replacement Council knowing they could not burden Ihe taxpayer with the cost of a new plant has con ducted intensive research The council found a solution in the purchase of a bulldozer which dug deep trenches in the waste lands of suburban areas All salvage was extracted from garbage and the remainder in cluding sewer solids was dump ed in these trenches and buried Such refuse will become as much part of the soli as the soil it self in five to years and that waste land will become produc tive in the process An evapor ation and filter plant took care of the citys liquids at less than half the cost of a disposal plant Council has enforced a bylaw requiring dog owners to keep their dogs tied up so that garb age cans will not be upset and private will be unmol ested Such a motive for clean liness and tidiness is worthy A local bus service has been subsidized by council to main tain its operation without loss Why should one citizen or group of citizens be subsidized while other citizens in financial plights go unassisted The wage earner pays double taxes to what he paid years ago Cost of home maintenance is to percent higher If curtail ed working hours because of poor markets throw his budget in the red his plight is of little concern to the towns adminis trators These are a few of the the taxpayer is finding in the towns administration of civic affairs Their continued presence throughout the coun cils term of office will give much food for thought as we go to the polls at the end of the year Yours truly A Locally Employed Veteran and Taxpayer Did you know
