obvious when we consider only two aspects of planning in North York annexation and zoning The towns which touch our bor ders can only develop fully by planning to annex portions of ad jacent townships Long before a single municipal authority makes any recommendation with regard to annexation or zoning these matters should be discussed be tween the Planning Boards of the municipalities concerned At present there is nothing ex cept common sense to prevent the Township of Whitchurch Issu ing building permits authorizing the construction of a slaughter house for horses or a wrecking to be built just over the boundary of the residential sec tions of the neighboring munici palities Obviously we would not issue permits for these to be built in the centre of our own residen tial sections Zoning implies the passing of a bylaw which restricts the location of industries commercial enter prises homes etc to designated area within the boundaries of a municipality But before any zon ing bylaw is passed consideration must be given to the use present ly being made of the property in adjoining municipalities and to the zoning plans of these municipali ties It is the opinion of this board that our Township does not a zoning bylaw at this time but considerations have been given as to where industries can be most suitably located with in the Township Most heavy Industries require ample water supply and sewage facilities This Township can sup ply neither Most industries heavy or light prefer to be lo cated adjacent to railway and main highways which are kept open the year round The
