industrial unrest of the present time and its solu tion Mr King has given a good deal of study to this subject and we take the liberty of quoting a few paragraphs from the sug gestive pamphlet When the managers of in dustry become responsible lo Labor Capital and the Commun ity for the manner in which their vast powers and opportunities are exercised we shall have some thing in the government of in dustry closely resembling the responsible executive in the gov ernment of the Slate Mean while our duty would appear lo be that of pulling an end auto cracy and monopoly of control no matter by which of the parties to industry it may be attempted or- exercised and work out a system of joinlconlrol based upon representation of all the parlies in the determination of industrial policy Conference between the four parlies to industry has- been tried and with the best of re sults It was found absolutely necessary to the winning of the War It was not until the Gov ernment of Britain representing the Community invited Capital Management and Labor to meet in common and policies were ar rived at as the result of Round Table Conference that the neces sary adjustments of industry were so arranged as to make pos sible the vast production of munitions required to win the War What was necessary lo the winning of the War is equally necessary to the winning of Peace which we can hardly say exists so long as international strife gives way only to industrial unrest Meanness injustice gross sel fishnessthese cannot endure under the light of an intelligently formed public opinion Most in dustrial ills belong to this class Investigation too has been tried between the four parties to industry and found to be of the utmost service Industrial concerns which have hitherto stood out against any thing in the nature of a demo cratic organization of industry will do well to evidence a disposi tion to act upon the principles of conference investigation organ ization and representation in dealings with their employees and to concede to Labor the right of collective bargaining and a voice in the determination of terms of employment and mailers pertaining their working and living conditions It was through a love of liberty and a hatred of domination that men by millions sacrificed their lives thai freedom might not per ish from earth The over throw of Prussian is only pari of vast undertak ing which the free nations of the world have still before them if worthy of the name is to be maintained Industrial autocracy and political auto cracy may go hand in hand but not autocracy in industry anil democracy in politics The lat ter combination is as illmated as the former is natural To the nations that have won political freedom there remains the task of reorganizing their industries into harmony with their govern ments Anything short of har mony means perpetual conflict Institutions opposed in organi zation ami spirit can work against each other only till one or the other prevails To democratize industry so that along with de mocracy in government there may be a true industrial demo cracy is the task that lies THE OUTLOOK FOR WOMEN Is there a reward lhat women as women may hope for through organization employment the franchise and in taking up their own work in a way which will make the world better There should an increase in indivi duality There should be also a greater number of these indivi duals of remarkable personality of whom already wc have had not a few examples in this country with its comparatively brief his tory remarkable Individuals who can put into words I But by mak- ink a steadfast attempt at the greater work of the race by try ing to fill need for the exist ence of these benefactors we do make their coming more possible It is not the people who talk about what may be done hut those who take an active pari in the affairs of life working out idealism what we may call the better life in practical concrete plans who merit our support and allegiance Meanwhile in preparation for the coming of these greater people what we have to do is to refrain from merely talking about the future so wc may
