qualifications of the Hon Mr Davis recognized on every band resting as they did upon his own business life bis career his legislative record of teen years as for North and his administrative record as Secretary Although only two have elapsed since Mr Da vis Commissioner he has al ready shown himself a worthy tessor of a notable line of provincial Crown Lands administrators One of his first steps was to familiarise him self the vast domain over which he control To that end he has fersonaily inspected the various agri cultural lumbering and mining dis tricts in new Ontario from on tbe east the Rainy Riv er on the west thus equipping himself with the firsthand knowledge indis pensable to the successful adirrmistra- tion of the and varied inter ests corning within the purview of his of placed on the market partly witb a view to the ultimate opening up of agricultural lands to meet a demand for settlement arising through the construction of the Central Railway and because certain of the townships bad been burned over and miners and squatters were going in The prices realized at these two sales were most satisfactory an average price per square mile that has only fcefa exceeded twice in whole history of Provincial timber sales since Confederation To Mr Davis is due credit of rrystalliiug be regula tions into law mailing it legal to place rangers on Crown timber lands where found necessary and also on IkeitJed lands even where do not make application or a The Ontario fireranging system is as the best on tbe continent its chief features having been copied in Quebec New Brunswick and British Columbia and by the Dominion in rcsrect lo western tlmfcer lands still under control tbe Federal The United States Government has practically adopted Ontario system In refer ence to its public lands may be added that the timber regulations of the Crown Lands Deportment have been largely copied by other Govern ments as well as system of licensing cullers who measure all timber cut on licensed lands on which measurements the accounts for Crown are based The administration of Crown Lands Department has been most marked by a progressive policy Sri re gard to forest reserves The setting apart of the great reserve in January of was a notable event in departmental history This reserve comprises an of nearly a million and a half and includes a great stretch of white pine estimated at three billion feet It so constitutes a vast natural park off wonderful scenic beauty In to be found the headwaters several important streams It la the first area virgin forest set apart In the Province as a forest reserve Inci dentally will form a valuable fish and game It is satisfactory to the public that the Gov ernment Is thus thoroughly alive to the importance of forestry and A widespread forests spruce and other a great pine forest and numerous amply prove the wisdom of the undertaking Shortly after Mr Davis became Commissioner he visited Hie Sudbury district in order to ascertain the views of the mining community regarding the mines act- As an immediate re sult of this conference a bill was in troduced by him during the session of in which many progressive amendments were to the exist ing law The chief change effected to the royalty clause in the act was repealed thereby re moving all inequalities and placing all mining properties on an equal footing in the of attracting capital and in that way assisting in the greater development of the nickel and copoer districts was in addition a strong feel ing on the part of the mining public that as a degree of refining nickel and copper ores should be done in Canada as was practicable A was thereupon inserted in the act of providing that power should be reserved to the Lieutenant- Governor i Council to impose certain fees to be levied upon the raw ores or partly treated products of the ores mentioned to be remitted however if the fine metals were pro duced in the Dominion This portion of the new act has not been brought into force there being as yet no pro cess in operation in Canada for the complete refining of these ores The desire of Government is to bring the refining of nickel to as high a point as possible in our own country and this result is being gradually done without the need of an en forcing law and through the cooper ation of the mining companies inter ested Reduction works have been at Sudbury by which of the raw ore is carried to a much higher point than in past- Formerly the matte the county containing from 35 cent to per cent of metallic contents of nickel and now it is
