George Anderson delivered the following speech on the life and career of the Hon William It is too often the custom to wait until they are dead to pass encomi ums on the ability foresight and character of prominent statesmen Every good and patriotic citizen ad mires the public man no matter to what party in politics he belongs who administers the countrys affairs with integrity honesty and upright ness Canada has no reason to be ashamed of many of its public men who have distinguished themselves in political life in science in literature in art and in law but it is not my purpose to refer to any of these worthies of the past You have se lected with the consent of the Post masterGeneral of Canada the name of the Mulock Liberal Club and I trust it will be considered appropriate that the members should know some- thing of the life and work of their Honorary President I hope too that some may be to emulate his example and citizenship and rise to prominence in the councils of Canadas Liberal statesmen The Hon Win Mulock sprang from Irish stock on the side of his father being the second son of Thomas H a native of Dublin Ireland and who came to Canada in the early part the last century His mother was a daughter of the John formerly of Yorkshire England who settled in Newmarket and was elected as Reform member in the Legislative Assembly of Upper Canada for in 1S29 He was born at Head Town ship of West in the County of and was educated at Newmarket School and University of Toronto where he was gold medalist in modern languages and graduated in arts in He was called to the Canadian bar in and for a number of years was one of the examiners in and lec turer on equity for the Law Society Immediately after his call to the bar he commenced the practice of his pro fession in Toronto and speedily ob tained a large practice There is no doubt had Mr Mulock remained at taw instead of entering the more at tractive and fascinating field of pol itics he would have attained eminence and become one of the leaders of the Canadian bar He was elected a member of the senate of the Univer sity of Toronto in and and ViceChancellor of the University in which position he held for nine teen years He was appointed a Queens Counsel in Political Career In 1882 he entered the Canadian House of Commons as Liberal mem for North York a seat he has held ever since For- fourteen long years ever true to he sat with them in Opposition years fruit ful at any rate in hopes and plans some of which were carried and others arc being carried Into effect When the Liberal Administration of Sir Wilfrid Laurier came into office in the- Hon Win Mulock entered the Cabinet as PostmasterIcneral and was sworn in as Privy Coun cillor The wise and beneficent leg islation of the Administration had brought about an era of prosper ity hitherto unparalleled in the his tory of Canada so that In appealing to the country in the Govern ment was by a large majority justly sustained Thirtythree years ago some of the Provinces of Canada united as a federal dependency with representative and responsible govern ment Happily since that time all the other Provinces and Territories have joined the federation and now the Dominion of Canada covering an area rather greater in extent than the United States contains a free and contented people resources of mineral timber fishery and agricul tural wealth unexcelled and rejoices in being part of the great British Em pire When the people of this coun try learned that our big brother country of the southern hemisphere was about to take a similar step to wards federation expressions of satis faction and prayers for success were frequent and fervent An invitation having been received requesting the presence of a Canadian statesman to represent the Dominion at the inaug ural ceremony of the Commonwealth of Australia which is to be graced with the presence of the heir to the throne of Britain the Govern ment of Canada selected the Hon Win the PostmasterGeneral a wise selection It is not loo much to say that he is an Imperial statesman Canada has done him honor and he wilt do Canada honor on the auspicious occasion Since Confederation we have- had twelve PostmastersGeneral and the present incumbent has held the office for a longer continuous period than any of his predecessors Postoffice Reforms It is now my duty to mention some of the reforms and improvements in the Department during the administration of the Hon Mr The complete reorganization of creating a great saving of time and labor and providing for a much later closing of all mails at postal stations and head office The introduction of paper and parcel receptacles t the principal business points in all cities turnout the Dominion The conveyance or the mails to and from contiguous offices by electric railway thus facilitating Ire quick interchange of business and gen eral correspondence General improvement and con sequent saving of revenue in the gen eral mail contracts Radical change in the money order system greatly simplifying the transaction of money order business Inauguration of insurance on registered correspondence for amounts of and less thereby permitting on payment of a small fee registered correspondence to be insured loss while in the the post- office This has been approved and regulations are now being prepared Completion of a system where by lettercarriers arc permitted to register letters handed to them while on their walks a convenience to the public generally The introduction of small stamp books containing stamps with specially prepared paper protectors one of the complete the railway mail service and unique timesavers of the day it under one chief controller with headquarters at Ottawa and a stall consisting of ten superintendents hav ing charge of districts ranging from 17 The reward of merit The es tablishment of a system if promotion according to merit in all the postal service different world to the beautiful and diversified scene which our planet now presents Al though the cooling down of the earth had considerably advanced as yet the internal heat still maintained the crust at a temperature sufficient to cause perpetual mists to rise from the waters still therefore totally obscur ing the sun and moon But notwith standing the absence of that lifesus taining luminary a considerable por tion of the earth was densely covered with a vegetable growth of a charac ter far more luxuriant and exuberant than exists at the present day The soil was one great hotbed whereon grew with extraordinary ra pidity generation after generation plants many of them gigantic varieties of our humble moss es and reeds while others were to our treefern and The wondrous state of preservation of some of this fossil wood which all those long aeons has failed to destroy enables us lo picture with compare- tive certainty the aspect of those primeval marshy forests Here we sec a sort of asparagus graceful and tapering about thirty feet high here a clubmoss not an insignificant dwarf plant of but a few inches but a noble tree rivalling in height many of our great forest trees and here some specimens of the symmetrical and elegant horsetail or calamite not however the slender reedlike plants we now see whose extreme height is but two or three feet but tail shapely trees perhaps sixty or seventy feet high towering majestical ly oven the neighboring vegetation Truly these enuisoeiae with their ar ticulated trunks their threadlike leaves arranged in equidistant whorls and their regular conical form must have surpassed in graceful appearance almost any members of our present vegetable world Tree ferns too abounded in profuse abundance their exquisite drooping fronds depending from the summit of a lofty ringed trunk still more adding to the match less attract of those oldworld forests Hut though the vegetation was so striking and so graceful yet the sur roundings were far less attractive than the Varied natural beauties which how so captivate and fascinate us For there was no azure sky to form such a contrast with the uni versal verdant green there were no songsters of the wood to charm with their rhythmical carolling cadence no sun to light up the glades and dells and no moon to shed her silvery rays thru the waving fronds and leaf age The distant
