debate ended on Wednesday the re sult being a demonstration the in creased strength of the Government in the House the majority being on the division After- the vote the House got down to business and passed about half the estimates the Opposition objecting to scarcely a single item Trie Premie moved the second reading of his bill for the im provement public highways which proposes an expenditure at the rate of a year for years During the course of his re marks he said that the municipalities of the Province expended about annually on highways that sum including the cash value of stat ute labor The latter had been done away with in a number of places the farmers the equivalent into the funds of the municipalities which undertook the work This system was attended with better results and he would be glad if were adopted the Province Under the act he hoped that a continuity of good roads would be secured in many coun ties The proportion of money to be given from the Provincial funds was onethird of the total cost of the work in the municipality but would not exceed the appropriation to which the municipality was entitled The average total amount received would be and by townships The bases of ap propriation would be in proportion to the area of the counties Townships which had during the last three years received grants from the colonization funds would not come within the act and would not be paid for was course largely a question for the Dominion Government to deal with There could not be any great objection to the motion carrying He would welcome any action which in the devel opment and benefitting of agriculture colonization and refocestry After some further debate mo tion was adopted Mr Ross saying that Mr seemed greatly dis appointed because the Government ac quiesced in the appointment of the- committee The leader of the Oppos ition had expected a grievance but the acquiescence of the Govern ment took away the grievance The Minister of Agriculture and the Com missioner of Crown- Lands had he pointed out agreed to the appoint ment of the committee and he hoped that it would be useful It had not been shown that any loss had been incurred because that committee had not existed in the past The erbment would allow gentlemen opposite to take credit for this com mittee Applause and laughter It was theirs and if it did any good the Government be grateful Hon Mr Davis gave his bill re specting land grants to volunteers a second reading Among the changes noted since the first reading are the inclusion within the scope of the bill of Imperial soldiers who were station ed on the frontier in now resi dent in Ontario Persons resident in Ontario who were members of the company known as the Chicago Volunteers and Who came to Ontario in to serve in the defence of the Province Persons Who were members the volunteer militia of Canada in Ontario and were engaged in active service the defence of the frntier of this Prov ince in as well as those evidences it in all his behav ior before Pilate and Herod by his exhaustion under the weight of the cross by his early death alter the unusual torture and strain which had been uninterrupted from his en trance to Jesus Christ Is God This too he had previously manifested by cur ing the palsied giving sight to the blind raising the dead expelling de mons and forgiving sin Now the sun in darkness hides and shuts his glories in the earth trembles the graves open and all nature unites in testifying with the Roman Centurion Truly this is the Son of God But surer testimony yet is given in the divine characteristic of our Lord He forgives enemies Jesus Christ died for us His death was what is called a vicarious Sacrifice It will not do too look on him merely as a martyr or victim to lawless passions In some mysterious way his death atoned for the sins of the world and was necessary before the human race could be reconciled to God Nor will it do to think merely of the salvation of a race Our Lord died for yon and for me and personal and conscious salvation by his merits and suffering is our privilege LEADING v if as f I J Watch this Space Next Week v- J A ALLAN CO NEWMARKET AND The colleagues of the Government and the committee would prove of assistance to him Hon Mr Minister of Agri culture depreciated the necessity of the formation of such a committee but if the House desired to appoint such a committee he would have no objections he desired to have all possible assistance in carrying on his work But he wished to have it dis tinctly understood that he did not de sire or had he the slightest need for such a committee to protect him against his colleagues Mr Dull and the Conservative mem ber who is getting new light favored not only the Government planks men tioned by Mr Little hut reforesta tion as well Hon Mr Davis said that last year the Government members had opposed the same resolution not because they were to advancing by every means the progress of agriculture and colonization hut because they were against rushing such an important question through last hours of the session He was glad to- notice that in the discussion no charges had been made as to the conduct of the two departments affected and he was glad to see that gentlemen op posite seemed to be awakening to the fact that they were in duty hound to aid in the development of the Prov ince He referred to the proposal of Government in regard to the dead meat industry which he believed would soon be a valuable source of trade and which he was glad to know was meeting with heavy support Re ferring to the question of colonization he pointed to the methods adopted by the department to open up and settle New Ontario The result was that during the past year or fifteen months thousands- settlers had taken homes Ontario and letters from al most every country in the world were now received at the rate of fifty or sixty a day seeking Information re garding that part of the Province Thus in the matter of colonization the Government was fully alive to its responsibilities Honorable gentle men were now also waking up to the Importance of the question of reforest which the Government had dealt With in an efficient manner He al luded to the steps taken in this re gard and referred to the timber areas quash municipal bylaws orders or resolutions of municipal councils and boring and a bucket hung below the spout A quarter of a century ago people had to make their own spouts It furnished em ployment for the jackknife brigade of the household on winter evenings and resulted in the production of practical if not always ornamental creations while the spare time of the winter days was utilized in mak ing sap troughs Indeed everything was except the iron or brass
