The matter in question is to decide as to the apportionment of the cost of maintenance of justice, the jail, rent of eourtâ€"house, rent and use of registry of. fice, and some smaller matters. Mr. Rykert, after covering the ground of the arbitrations of 1876 and 1881, and the appeal case, argued that assessâ€" ment should be the basis of considering the award, instead of population, and also claimed compensation from the city for use of court house, etc. Payable invariably in advance. Mr. Macdonald per contra, contended for populatior as the basis of award. He also claimed that the city was not liable for the use of the jail for. lodging of prisoners, nor for use of the registry office, as the sums returned to the counâ€" ty by the registrar paid for its maintenâ€" ance. The best part of Friday morning was taken up with an examination of the jail books for the purpose of showing how many persons were committed for indictable and other offences and to show more particularly how many were comâ€" mitted by the city and how many by the county.
