We were ‘both then starting in _ the vor:d and I think he was then stact ing a factory in Chicago and I was hunting for a job. The outlook was _ not . especially bright and dear "Jack‘s" encouragâ€" ing words and manner were an inâ€" spiration toâ€"me. In a few days . I set out for the west, Kansas _ City, Mo., where I have since residedâ€"and never again did I see niy friend until I made my flying trip on _ August 1 lastâ€"As soon as I saw him in front of is hotel in Grimeby I knew him and ke knew me as soon as he grasp «d my hand, but said that his . eyes were affected and that he could not distinguish people at any . distance from him. MMMTN NO E200C think it time to call a balt on county and township expenditures, otherwise there will Hikely be a serious slump ‘l. property values in the very near future? In these times _ of money stringency those responsible for the txpenditure of public money should Aroceed very cautiously. At the com Img mominations ratepayers hould reqaire ~ satisfactory _ explanations from their representatives during the past year. If none are forthcoming, ‘they will know what to do on election REPLY BY THE BDITOR ‘There is no doubt that the tax bills é.\'onhmyndm V | lage are of such a nature as to greatâ€" ; y shock newcomers or new. investers | wb property in this locality. | ‘) Te reason for this is that property | in the Niagara district has . been ship i‘ this can easily be accounted for. When North Grimsby and South .ingmby divided, Noita Grimsby was com, elled to assume the Queenston & Gr msby stone road rate for both .uwneblips, consequently, North Grims uy is paying a rat: in support of the Queerston . & Grimsby . stone road, which is levied for the two _ townâ€" Now, it is no injustice to _ North (rritmsby to pay for what she gets. It guts tbe Queenston & Grimsby stone road. It uses it every day with . its | automobiles. cartiages and dray lodds of fruit, while South Grimaby . gots little or no benefit from this portion of the road and consequently, North Grimsby simply pays for what . it gets, and gets what it pays for. . | EnpRoccocLcni ame l4 wellt In the next item, it will be noticed that the general <ownship rate . in Nurth Grimsby is one and fiveâ€"tenths tills higher than the gencral townâ€" DL pawen ship rate in the home township of "Non Resident." Now, this is simply mccounted for by the faot that there are improvements constantly . going Em ic . on in North Grimsby which probably are not going on in the other townâ€" «hip, For instance, it has been _ tho eustom of North Grimsby for some years to build about a mile of new stone road each year, The building of this new stone road, along . with ‘the maintenance of the stone . roads aleady built, _ the maintnance of: the three mountain roads, the conâ€" struction of footâ€"paths and . cemont walks, build up an expense item that makes the general rate of the townâ€" ship bigher thas It would be in town s :ps that are not making improveâ€" ments of this kind. ‘The people are anxious that these improvements be made and the coua wil is only granting petitions and reâ€" quosts that are being constantly winde by the ruteâ€"payers for the exâ€" penditure of moneyâ€"In _ fact, the council is sometimes thouch(‘ penuriâ€" : ARCnsUITOHL Aane wad EORERAREIINOTL O llves t 1 ous and narrow because it does not grant all, or nearly all, of the _ reâ€" quests that are made by the ratepayâ€" ers for the expenditure of â€"money. AWith regard to this Item, we . may aleo say that If tha people want luxâ€" urles they must pay for them In the third Item, General School Rate, it will be houeed that this futd is lower in North Grimaby by threeâ€" tenthe of a mill than it is in "Nonâ€" Realdent‘s" own townebip. No fur ther comment is nocessary. In the last item, namely, _ Special #ehool Rate, it Just happens . that "Non Reeident‘s" property les in A senve|: seetion where a very fine now ssteot house has been recently eress (d=â€"In fact, _ tho fAnest . township «phool bouse, probably. in the wholta vrovinee and followIng the same Idoa as e axpressed wWh regard to the «thr Itms, we #2Y "If the people want e en e L oc dn A*t »on001 ©O0R0 N Liza tha s vrov‘nee and followIng the same Idoea as we expressed wWh regard to the athr fims, we #2y "If the people want Jnviy i a they must PaY for them." 1# "Non Reeldent" had been . in swner of proberty in North Grimehy F} UODCNcls ana cb un sehool NC SRon BSmm D ul Sa/ »wner of probert? in North Grimehy «yvughip a few your® wzo, Li sehool vate would have heen very low _ Inâ€" Awed, doot the M#s old sed seheal tpone â€" Was @iscarded as too old faâ€" Yours, "Nonâ€"Restdent." shio.¢d, too small and too dingy for the children of rich fruit growers to be educated in and so a new twenty th usand dollar schoo!l was erected sad erected with the full corsent of the people and the residents in that portion of the township are now pay ing for what they get and they . @got what they are paying for. The writer of this article was, for many yeare reeve of a municipality in this locality and he sat down at the council board overy year with a firm determination to practice econo my us much as possible throughout . the year. His colleagues probably all bad the same intention, but from the first meeting until the last meeting, there were always some rateâ€"payeis at the board asking for expenditure of money, ditches bere, drains there, sidewalks in this place, electric lights in that place, bridges, _ road beds, grants to institutions of all â€"sinds \and a never ending procession of peo | ple wanting something in thoir own ‘|locality. The result was, that in |apite of all the good resplutions to ;‘;'muec economy, each year found \ the tax rate was as high as ever and some years a little higher :han u-l previous one, untll the writer came to the conclusion that as long as peo ple vanted their council to spend money, they murt be content . to pay the tax bills.
