The scene enacted last night on the floqip of the legislative assembly was as excitin'l^ dominion govel'nme"irt'"to'^a" regirtrarship^'at and memorable as any ever before enacted in a Canadian pf.rliament. Though the intended revelation of a base conspiracy to buy up snpnorters ol the Mowat government was known to a considerable nnraber of per- sons, they kept their counsel well, and the explosion therefore came with stunning ef- fect, not merely on the opposition, but ap- parently also on many members on the government's side, and on all tiie spectarrj, who got a spicier performance than they had bargained for. There was nothing in the proceedings of the afternoon or early evening to indicate that a storm was impending. The houfe, at eight o'clock, went into committee of supply and pushed the estimates for 'legis lation." After this was over the .premier, about half-past nine, moved the speaker into the chair and commenced ta address the house on a question of privilege. His first words were A BOLT OUT or THE BI^E. Without preface or circumlocution be asked the speaker to open two sealed packages which had in the course of the day been placed in his hands. Mr. Cla-Ke did so. The first contained a written statement made bv Mr. McKim of West Wellington, that J. A. Wilkinson had paid him the snm of 81000 as a bribe to induce him to go m opposition to the goyernment. The thousand dollars â€" ten $100 bills â€" was counted by the speaker in the presence of the house. The second packet registrar of Pvegina in,;he Northwest, with )b salary of |l 000 a year, that both the wail Wilkinson and the said Bunting assured th© said McKuH th»t tne dominion minister «t the interior l^md -pledged to them his word that their said promise of the said oiiice would be oanied out, atid the said Bunting on his own part pledged his word to tlie bame eSect that for the same cqriupt purpose already mentioaedi, and to influence the vote of the said Wm. D. Balfour, the said Wilkin- son repeatedly ofiered to pay, and did tins day deliver to the said Balfour tho sum of S800 in cash, and undertook to pay a further sum of $700 on a future day that for the same purpose the said Kertland also offered to pay to .him the sum of $1200 that im- mediately on receiving the said sum of ?800 Mr. Balfour placed the same in the hands of Mr. Speaker, to be by him produced to this house and that further to si ^ure the same purpose tlie said Wilkinson undertook that the said Balfour should be appointed by the Regina, in the Northwest that the said Wilkinson, for the corrupt purpose alrea4y mentioned, and to influence the vote of the said John F. Dowhng, offered him the sum of 52000 cash, and to pay him a further sum of $2000 at a future period that the snm bo offered to be paid down was exhibited to him by the said Wilkinson, and that there is • reason to beheve that other corrupt offers were made by the said conspirators to, and rejected, by other members of this house, and it is hereby Resolved, That the char^ and matters referred to and set forth in said statement of the information and behef of the attorney- j general be fortliwith referred to the standing committee on privileges and election;' with instructions to enquire and report thereon, and with power to send for and examine all necessaiy persons and papers in or concern- ing the premises. THE AFTEE-CLAP. Mr. Meredith was about to address the house when Mr. Balfour rose to his feet, the silence becoming, if possible, more inten- se. In a few impres.sive sentences he stated that the efforts to brihe him had been very persistent, anl that no inducement that could be held out would suffice to make him betray the government and his constituents. There was great curiosity to hear what the opposition leader would say about it. He agreed with the attorney-general that was from Mr. Balfour, of South Essex, who the charges should be promptly and thor- stated m his letter that "Big-Push" Wilkin- I oughly investigated, but held that tne members who had been approached would son liad paid him $800 to seduce him from his aUegiance to the Mowat government, and once more the amount of the bribe was coimted, in $100 bills, before the eyes of the assembled crowd. This little drania. which had been performed amidst breathless still- ness, being over, Mr. Mowat arose and ex- plained that Messrs. Balfour and McKim Jiad acted in the matter wilh the knowledge and Concurrence of the government. Bunting, John A. Wilkinson, Eds-ard Meek, F. S. Kertland and one Lynch, have entered into a conspiracy to accoruplish the defeat of tho government in this house by corrupting members of this house to vote against the government ai;d gcyernment measures. That the first -naincd three persons arc well known and active members of the party in this province opposed to this government" and that the last-named two persons are American citizens. That for the purpose of corruptly influenc- ing the votes of members of this house the said five persons have at divers times during the present session of this legislature ap- proached several membeis of this house with money, offers of money, promises of offices in the gift of the dominion government, and promises of other personal advantages to such members. That divers mrmbe:s of this house so ap- proached being indignatit at the criminal con- duct proposed tt them have deemed it to be the fitting course on their part, and a duty to their constituents and the pubUc, acting here- in with the advice and ajiprovnl of members of the government, to seem tor a time to en have occupied a more creditable position if they had s])urnea tho offers made them instead of appearing to accept them for the porpose of lealing otiiers into criminal acts.
