It is designed to substitute constitutional government for the arbitrary rule of the Kuomintang party, which Gen. George C. Marshall blasted in his recent report. SPOTS OF SPORTS By FRANK MANN HARRIS ======= ("A Sot Bit Critic") ===== Those Montreal Canadicns are reported to be squawking about the spotty nature of the refereeing that is being dished out by the arbiters of the National Hockey League. And, while by no means forgetting that the Fluttering Frenchmen seemed to have few complaints of that nature during the years when they were mon- archs of all they surveyed, we are somewhat inclined to agree with them in their beef. For about the only consistent thing about the refereeing we have been getting of late is its inconsistency. It * m Baseball players have a saying to the effect that you can get away with things in the grey that will get you tossed out of the park in tiie white. This simply means that umpires, in the interests of order and decorum, are inclined to be much stricter with the white- uniformed home team than they are with the grey-clad visitors. Send description, lo^ cation and b«st cnsh price to Box 128 7S Adelaide W., Toronto, With hockey referees â€" or any- way some of tlicm â€" it would seem to be just the reverse. Playing at home, a team blessed with plenty of tough, husky, ex- pendable material â€" and plenty more planted not too far away to call on when necessary â€" Is al- lowed to get away with high-stick- ing, clutching, boarding, tripping and general ctissedness in a man- ner which may be delightful to watcli from the safety of a re- served pew, but which is undoubt- edly rather hard on the other fel- lows. Playing the same rivals, on the latters' home ice, your rough- and-rowdy young hockeyists are sliocked and amazed to find them- selves thumbed to the cooler for merely giving an opponent a nasty look. * * « Personally, we like plenty of spice, both in our victuals and in our Iiockey. "Get in there and battle them, kid, they can't hurt US" is our constant cry of en- couragement to the team we are rooting for. Still, sometimes we can't liclp wondering what is the sense of framing a lot of rules and regulations, getting them nicely printed in a book, and then Iiave your referees officiate, so to speak, by ear. When one judge gives a man 30 days in the jug for an offence tliat would get him noth- fiiK niorc tli.in a w.iriiing from an- other, there's either sometliing wrong with the laws, or with the judiciary. When the same thing happens in hockey â€" Iicck. Presi- dent Campbell of the N.H.L. is a lawyer and should be able to figure out the analogy on his own. « * « One reason why basketball Is ratlier slow in catching on as a major sport around Toronto may be found in a remark passed by a friend of ours recently. A real hockey addict, he had just seen his first basketball game and was ask- ed for his opinion of the pastime. "The nearest I can come to de- scribing it," he replied, "is to call it fiur-point-four hockey." For the benpfit of some of our younger readers, to whom such a remark may sound rather cryptic, we might explain that back in tlie days of t Prohibition there was a beverage ^ called four-point-four beer. It looked like the real thing, poured like the real tlu'ng, even smelled and tasted â€" vaguely â€" like the i real thing. But it lacked the real i authority. For Swift, Saf •, Gentle RELIEF of KIDDIES' CHKT COLDS, Stamp Will Honor Father of Telephone \ new Canadian four-cent stamp will be issued shortly to com- memorate the centenary of the birth of Alexander Graham Bell. The stamp, bearing a picture of the famous- inventor and physicist, will be formally issued on March i, 100 years after Bell's birth iti Edin- burgh, Scotland. The new issue will be the first commemorative stamp Canada has issued since 1939, when a stamp commemorating the royal visit was frinted. Although he came to Canada in 1870, and resided for a short time at Brantford, Ont., with his par- ents, he spent much of his life in the United Stataes, doing research on aids to the deaf in Boston and later in Washington. His diary indicates he got the inspiration for the telephone while on a holiday at Brantford in 1874, and it was in that city that he made the first transmission of speech o^er a real line. In his later years, he spent hii summers in Cape Breton, and he finally moved to Canada and lived in the Maritimes for many year*. He is buried at Beinn Breagh, Bad- deck, N.S., where he conducted early aeronautical experiments and headed a group that produced the first plane to fly in the British Em- pire. He died at Baddeck, on .\ugust 2, 1922. If unmolested, 350,000,000 rals would be produced from a single pair in three years.
