I TENDERS FOR COAL. i Oliver's Maiien Speech Wedneadar^ dailies olf la<t week make menUoB lof the speech of F. R. Oliver, Soutii Prey's youthful member in the Pravinoial Legislature, in kia maiden ethset. PoUowing fas th« article in tlie Xoronto Globe: F. R. 01i»wr (U.P.O.. South Grey) the younjceat member of the Legisls- ture, next took a hand in the debate. It was hia mdden speech in the House but the yamSb displayed no nervous- ness. In thie gatherinir of senior men aged in political experience, he proved hinseif in the matter of ora- tory an equal to any. In his opsBtKK remarks he disassoc- iated L. W. Oke. Lambton East, T. Farquhar, Uanitoulin and himself from the Proirrcssive group in the House. The Ihree of them constitut- ed their own U.F.O. group, and for this trio he BpAe. The three, he «aid, would extend the hand of co-«iperation to any icroup in the House, irrespective of party, in any matter that met with their ap- proval. Agriculture ww faced with the pro- ' blem of rural depopulation. Gov-] ernments had advocated immigration, as a solution. But, said Mr. Oliver,! the European coning here took one look at the farms «nd then followed < the boys and girls tto the cities. Im- { migration, he declared, was not a | basic solution. The .real way to solve, the probem was to .improve agricul- 1 tural conditions â€" jnake agriculture attractive. j He euRKested remedies for Agricul- 1 lure's ills. First, co-operation in all its phases. He tltought that the ' Government should stu% co-operative movements in countri^ where they were successful and make the infor- mation of their finding* \valuable to Ontario farmers. "We are only touching the fringe of «;p-operative enterprise in Ontario," he said. He auKgested that a committee from the Legislature shoald study the rural education systems in other countries and that Ontarip should adopt the best of the succestftil sys- tems. JERSET BULL FOR SERYICB The Canadian press has carefully refrained from commenting on the acquittal of Frank Norris, who last July, in the State of Texas, shot to death an unarmed man, who had en- tered his study in the Church of which Norris was pastof where he was pre- paring his sermon, Noorris drew his automatic from his desk and poured four or five bullets into the body of his defenceless victim. Tried for mur- der, he set up a plea of self-defence based upon evidence which would not be listened to for a moment in a British Court of Justice and a Texas jury acquitted him. The judge charged the jury that if Norris believed that he was in "ap- parent danger," he was justified in shooting and cited a Texas Statute in support of his ruling. Obviously thiij Texas law open's the door wide to the crime of murder afterwards to be justified by feigning a belief that the inanslayer was in danger and by mar- shalling a multitude of meaningless threats to his defence. The case seems to afford more evi- dence, if indeed it is needed, that American life and American laws and American juries fail to properly pro tect society with the result that the MISCELLANEOUS NOTICE â€" Carload ol' coal to ar- rive shortly.
