/From the O. S. Times./ The Council met in their new Council Chamber at the Court House on Tuesday last at 2 p.m. The members not being all present, the Clerk adjourned the Council to 7 p.m. _Tuesday Evening._ The Council met at 7. p.m. The following are the members composing the County Council of Grey for 1885:-- /Artemesia/--W. H. Christoe, Reeve; J. McArthur, Deputy-Reeve. /Bentinck/--D. McNichol, Reeve; J. Messenger, 1st Deputy-Reeve; J. McCaillam, 2nd Deputy-Reeve. /Collingwood/--J. Rorke, Reeve; A. Campbell, 1st Deputy-Reeve; W. Hewgill, 2nd Deputy-Reeve. /Derby/--J. Robertson, Reeve; W. Brien, Dep. Reeve. /Durham/--D. Jamieson, Reeve. /Egremont/--W. Caulfield, Reeve; D. McCormack, Dep. Gordon, 1st Deputy Reeve; C. H. Heming, 2nd Deputy Reeve. All the above members presented their certificates as being duly elected, except A. McGirr, Reeve of Osprey, and W. Brien Deputy Reeve of Derby, who were absent through illness. The Clerk called the Council to order and asked for nominations for Warden. Mr. D. Nichol, Reeve of Bentinck, nominated Mr. Victor Lang Reeve of Normanby as Warden. He said Mr. Lang had taken a prominent part in the affairs of the Council since becoming a member, and that he represented a township which had never been represented by a Warden. Mr. Lang [also] represented a large class in this county, namely the German population, and for these reasons he proposed him as Warden. Mr. Caulfield, Reeve of Egremont, seconded the nomination. Mr. John Clark, Deputy Reeve of Keppel, nominated Mr. N. Read, Deputy Reeve of St. Vincent, as Warden. He said the Council all knew Mr. Read; and then he was a Deputy Reeve. The Reeves had [hitherto] been running the Wardenship; but they proposed that the Deputy Reeves should now have a whack at it. The nomination was seconded by Mr. Gilray, Reeve of Euphrasia. There being no other nominations, Messrs. S. [?]. Parker and R. Edgar were appointed scrutineers in the ballot for Warden. They reported as follows: Lang, 20, Read, 19. Mr. Lang was then declared Warden, and after being introduced by his [mover], Mr. Nichol, he returned his hearty thanks on behalf of his township and himself for the honor conferred upon him. On motion a special committee of five were then balloted for to strike [standing] committees for the year, resulting in the appointment of Messrs. Christoe, Cameron, McNichol, Read and Clark. Minutes of last day of December session were read and confirmed. Mr. Geo. Inglis, Chariman of Board of Education, at their request invited the Council to be present at the formal opening of the Owen Sound Collegiate Institute by the Minister of Education, at 2:30 on Wednesday afternoon; also to the Town Hall in the evening, when addresses would be given by the Minister of Education and others. The Council adjourned to 10 o'clock on Wednesday morning. _Wednesday Morning._ The Warden read the following communications:-- Applications to be appointed Auditors, from R. Edgar, Owen Sound; from John McDonald, Chatsworth; and from Jno. Albery, Meaford. A letter from Minister of Education in answer to memorial asking that summer vacations be shortened, stating that vacations were settled by act of Legislature. A memorial of W. Armstrong, Clerk of the Peace, asking that his income be paid by stated salary, instead of by fees, as heretofore. He asked a fixed salary of $1,200; or, as he had in the early history of the Council also acted as County Solicitor, would perform the duties of both offices for a salary of $1,400. Letters from Treasurer of County of Bruce in reference to moneys expended on county line all of which had been paid by Bruce, and asking that half of same b refunded. Presentment of Grand Jury in December of 1885, setting forth that the County Gaol was in good condition; glad to see alterations in Court House, which would make it more convenient; congratulating Council on small criminal list compared with size of county; and asking that jurors be allowed $2 per day instead of $1.50 while attending court. Letters from Thos. Gordon, regarding a paper on stock laws read at the recent Farmers' Institute. As there was dissatisfaction with existing stock laws, it was thought that a general stock law should be passed, that stock should not be permitted to run at large except under care of a herdsman. The Council were invited to give their views by memorial to Government. Letter from W. Ferguson, stating that in an appeal held at Flesherton against a certain By-law--that By-law was sustained. Letter from Prisoners' Aid Association, setting forth that there was a large debt on their building, and asking aid from this municipality in common with others. Treasurer's statement of non-resident land fund of each municipality; also statement that a five years' debenture of $25,000 had matured on 5th Jany., which he had re invested at 5 per cent. Debentres to the amount of $75,000 would also mature this year, requiring re-investment. Application from Jno. J. Dalton, Chatsworth, asking appointment as County Engineer. Letter from Co. Clerk at Stratford, asking Council to unite in a memorial to Government to make width f sleighs 3 feet 9 inches, and width of waggon tires to be not less than 3 inches. Letter from township of York, asking this council to unite in memorial to Legislatures to ask amendments in Municipal Act, regarding powers to open streets. Report of W. Ferguson Inspector, respecting schools in South Grey. A number of accounts were read. Mr. Read presented a report of special committee to stike the standing committees as follows:-- /Finance and Assessment/--Messrs. Christoe, McNichol, Rorke, Robertson, Caulfield, Gilray, Moffatt, Cameron, Totten, Schenck, McGirr, Rogers, Bowes, Gordon, Bearman, McNaught, Thompson, Jamieson, Chisholm--Rorke, Chairman. /Road and Bridge/--Messrs. McIntyre, McCuaig, McCormack, Clark, Fawcett, Stewart, Agnew, Messenger, Heming, Miller, Thompson, Shute, Brien, Read, McArthur, Hewgill, Watson--Clark, Chairman. /County Property/--Christoe, Read, Miller, W. Lang, McNichol, Watson, Johnston, Moffatt, McIntyre--Christoe, Chairman. /Education/--Messrs. Gilray, Brien, Hewgill, Heming, Frost, Shute, Read, Campbell, McArthur, Rogers, Johnston, Schenck--Read, Chairman. /Printing/--Messrs. Miller, Campbell, McCallum, Clark, Gilray, Bowes, Watson--Miller, Chairman. /Communications and Memorials/--Messrs. Frost, Cameron, Read, Jamieson, Messenger, McGirr, Rorke, Frost, Chairman. A By-law to appoint Co. Auditors was introduced and read first and second times. The Council went into committee on above Vy-law--the Warden appointing R. Edgar, as one Auditor, and John Albery of Meaford, Jno. McDonald of Chatsworth, and Jas. Canavaugh of Proton being severally nominated on behalf of the Council. A vote being taken, after a short discussion respecting the merits of each, stood--Albery 14, McDonald 8, Cavanaugh 15. The By-law was then filled up with the names of R. Edgar, and Jas. Cavanaugh--the salery of each auditor being fixed at $50. By laws to appoint High School Trustee; to appoint a Board of Audit; and to confirm a By-law of Keppel, closing up a certain road, were read first and second times. On motion a committee was appointed to inquire into the sufficiency of the Treasurer's securities and report. On motion of Mr. Jamieson, seconded by Mr. Watson, the Warden, was requested to prepare a memorial to Legislature, praying that the private bill, re new County formation, detaching Egremont, Normanby, and Proton from this county, do not pass. The Council then adjourned till 2 o'clock on Thursday.
