Boards continued from page 1 stairs," says Fulton. "And then they changed it back again so there would be 12." But the engineering firm responsible for the footings surveying and layouts, Proctor & Redfern Ltd. of Thunder Bay, didn't pick up on the final changes to the stairs, says Ful- ton. "So they laid it out for nine steps, and when the steel came in, it didn't fit," he says. That meant that Cullmar Construction, who built the Walkway, had to do quite a bit of cutting and re-sizing of the Steel. "That resulted in about $8,900 in extra cost, so we held back half of that from Moore/George because we didn't feel we should have to pay for the full extra cost," says Fulton. In the letter from Moore George, they assert that the "problems are not mistakes made by Moore/George. In fact, we made extra efforts to Visiting Thunder Bay? Shopping? Site Seeing? Vacationing? Find comfort at In an accompanying letter, the Walkway's structural engi- neer admits that "at the time of the design, (warping of the boards) was not anticipated to ™ be a problem." Engineer Tom Richardson goes on to say that if a struc- tural steel tube had been included in the original design, it "would have been rejected because of cost. This would have left the wood stiffener solution, which would have added to the tendered price." But at their Sept. 30 meet- ing, Council decided to send another letter to Moore/George asking them again to pay for everything. "They admit it was a design problem," said Coun. Bill Houston. "It's their responsi- bility to anticipate these kinds of problems. We had them design it, we built it, and (design problems) are their responsibility." "T have a hard time with some of the suppositions they're making," said Coun. Chris Joubert. "They're saying that they didn't put (the stiffen- ers) in the design because they knew we would've said no. But they should have at least given us the opportunity." In his letter, Tom Richard- son also says that the warping is the result of "substandard material being used" for the Walkway's planks. But Cullmar Construction is currently arranging to have the quality of wood it used certi- fied. This certification will be included in the letter being sent to Moore/George. Although the possibility of taking legal action against Moore/George was discussed at the meeting, Councillors decided to delay that decision until they have a response from their latest letter.
