The Communist party lost. its last official foothold in the Arab world when it was outlawed in the Sudan last month. It now is illegal in every Arab coun- try. Despite. the impression the Arab world is pro-Communist-- an impression magnified by the sometimes spectacular socialist experiments of Egypt, Syria and Iraq--the Arabs have al- ways been wary of communism. Twelve of the 13 Arab states maintain diplomatic relations with the Soviet Union and sev- eral of them recognize China. But the Arab attitude toward communism has been a good example of "doubje-think" since President Gamal Abdel Nasser of Egypt turned to the Commu- nists for military aid and opened the Arab world to com- munism 10 years ago. Communism was fine, some Arabs apparently felt, as a pol- itical theory or doctrine and as BLUENOSES OUT OF JOINT IN 'BARBARY SAN FRANCISCO (AP)-- Vice in San Francisco is again under fire--this time in a grand jury denunciation of sin, sex and "moral decay." But the bright lights didn't even flicker in a city whose Barbary Coast past makes "amateur topless night" a ho- hum event and where neons flash "Nude Model Strip Poker." Even the Salvation Army gave up after an attempted revival and announced it wouldn't try that again on the North Beach night club strip. The grand jury, which makes reports of city activi- ties one of its traditional func- tions, noted Tuesday what it called a marked increase in pornographic literature and "open and notorious solicita- tion for prostitution." Jurors also took a new swing at the city's topless waitresses and showgirls. Police arrested several COAST' TOWN bare-bosomed performers in raids on North Beach clubs last summer. But municipal court judges said they failed to make a case under existing decency laws. At any rate, officials de- bated among themselves who should be officially concerned now with the grand jury's finding of 'the risin. crime rate and the apparent decay of the moral standards of the community." The mayor's office thought the jury's findings fell under the district attorney's office. The DA's office said the re- port was a police matter. Po- lice said the report was ad- dressed to the mayor. Boston Hoods So Tough, Even Lunch's Killin' Time BOSTON (AP) -- In Boston, the hoodlums are playing so rough these days, says a top homicide detective,that they go out and kill on their lunch hour and get back to work or hang- out before the 1 p.m. whistle blows. Greater Boston hoodlums have racked up a score of 28 slayings and a dozen murderous attempts in the past 20 months. Not all the slayings were lunch-hour jobs but most of them were brazen, committed "Vengeance is a big factor in this thing and we're handi- capped by the lack of public co- operation." Sherry said: "Practically all these slayings involve punks gone wild. There's no big over- lord sitting on a throne. No- body's trying to grab power or jurisdiction over any organized racket. "The majority of these kill- ings are among punks with no regard for human life." in the daytime and often before witnesses. | Yet, there have been only two convictions and only five slay- ing cases are pending in court. "We've talked with dozens of people at murder scenes," said a top police officer, "but no- body seems to see or. hear anymore. MAKE CHRISTMAS a wedge against the West. They found some aspects of socialism useful, too, at home. But the Communist party as a branch of world communism was always anathema to Arab leaders. Their Moslem religion was against it and their jealous na- tionalism left it little room. Khaled Bagdash, generally re- garded as the top Communist in the Middle East, is persona non grata in his native Syria and spends most of his time in Eastern Europe. : Egypt, Syria and Iraq adopted socialism as an attempt to solve their economic problems and as a means of state control. But local Communists had rough go- ing even in these countries, pur- ported to be pro-Communist. Nasser blew hot and cold at them, depending on what was cooking in the form of aid from the Soviet Union at the time. The threat of a Communist take-over was one of the main reasons Syria joined Egypt in the short-lived union of those two conutries from 1958 to 1961. And hundreds of Communists were killed after Iraq's strong- man leader, Abdel Kerim Kas- sem, was overthrown in 1963. The Communists had _ been blamed for much of the blood- shed that followed Kassem's overthrow of the pro-Western government of Iraq in 1958. The last few months have seen Egypt, Syria and Iraq edging even further away from the political doctrine of the left. Early this year the Egyptian Communist party, an under- ground organization even then, announced its own dissolution. WAS EARLY SIGN This was one of the first tangible signs that another Egyptian honeymoon with com- munism -- born of Nikita S. Khrushchev's visit to Egypt be- fore his ouster as Soviet leader last year--was begnining to cool again. In Syria the Communist un- derground is complaining the government has resumed per- secution of the Communists and that a number of Communists have been arrested in the Jezira district. In Iraq, President Abdel Salam Aref and his new pre- mier, Abdel Rahman Bazzaz, now frequently denounce Marx- ism. The baghdad newspaper Voice of the Arabs recently de- clared Soviet workers were "no better off than under the Czars" and Marxism-Leninism was "a stumbling block in the way of progress." Hamilton, former army offi- cer and history teacher, says he! is sure many MPs share his| views on royalty but are afraid to speak out.
