Officials say that if the prov- inces react quickly to Prime Minister Pearson's proposals, the, majority of Canadians could be covered within a year. Before the prime minister' went into the federal-provincial) conference Monday -- with the federal proposals, officials of all 11 governments had made a technical study of medical care and informants said the results were encouraging. Health services are under provincial jurisdiction and these officials foresee a wide vari- ance in the provincial schemes --although all would be above the standards laid out. This would not interfere with mobility of coverage. Perhaps Manitoba might add drugs to its coverage, said an official by way of an example, and Quebec might not. When someone moves from Manitoba to Quebec he would be trans- ferred to the Quebec scheme and buy his own drugs. Some province might decide to in- clude dental or optical services. The federal proposal does not require 'any agreements on such details, Mr. Pearson told the conference.
