But the fact that 60 per cent of our manufacturing industry is foreign-owned is a source of friction." CAPITAL WAITING Where would Canada find the capital needed to assume a greater share of ownership of industry in Canada? | "It's sitting around, waiting,"') r. Gordon said. | In his speech, Gordon said) Canada will continue to require) substantial supplies of long-term capital. But he hinted that his government would prefer the foreign investment to be in terms of bonds and debentures --debt financing rather than equity ownership of Canadian industry. "We are becoming increas- ingly concerned about the char- actor of the capital inflow and M OTTAWA (CP)--The policies of French President de Gaulle, wrapped up in the phrase 'de Gaullism," now seems to be finding more favor than crit- icism among Canadian d iplo- mats at home and abroad. There's still a good deal of criticism -- de Gaulle is some- times referred to here as the "Separatist of Europe" -- but there's also a lot of sympathy for what he is trying to do. Many officials say Canada is probably in a better position than any other nation to judge what de Gaullism means be- cause this country constantly has to fend off heavy American influence. They say de Gaulle is. trying to get Europe to stand on its own feet and make its own de- cisions without American direc- tion, however well intentioned. There's much support here for such a policy. Informants say that with Europe booming economically there's no reason why it should let the United States take care of its defence and other policies. Europe, they say, should start acting like an adult.
