Water Under The Bridge On the afternoon of Monday, March 15, a large group of senior citizens met to discuss a future activity centre. The meeting was a productive one with many viewpoints being aired. Mr. Maurice Berthiaume, of New Horizons, assured the group that a grant would be forthcoming as soon as all details had been hammered out. Next issue: April 14. Deadline for submissions: April 3rd. Bourdeau Clerk-Treasurer Township of Russell Box 9 Embrun, Ontario KOA 1W0 FOR THE ATTENTION OF COUNCIL Dear Sir: RE: Township of Russell (Police Village of Russell) Provincial Sewage Works Programme I am writing to inform you of the situation with respect to the scheduling of this project. As you are doubtless aware, in the interests of the economy and the taxpayers of the Province, the Ontario Govenment is pursuing a policy of restraint in expenditure and all Government programs have been carefully reviewed in recent months in the light of this policy. Our Ministry, along with other Ministries and Government agencies, has had to impose strict limitations on the permissible expenditures under its capital construction budget. On account of the Ministry's heavy carry-over commitments to projects under construction or tendered in the 1975-76 fiscal year, there are extremely limited funds available for undertaking new engineering and construction in 1976-77. This situation and the large number of projects requested by municipalities make it impossible to accommodate all projects within the desire schedules and a system of priorities based upon Ministry policy has had to be adopted. I am inclosing for the information of your Council the text of a statement made recently by our Minister, the Hon. George A. Kerr, Q.C., on the subject of the problem faced by our Ministry in having a large number of requests from municipalities for sewage or water works projects but having limited funds available to permit the acceptance or ideal scheduling of such projects. In his statement, the Minister referred to the priority rating system instituted by our Ministry and the criteria upon which the system is based. With respect to the scheduling of this sewage works project for your municipality, I regret to have to inform you that, although the design work may be completed by the summer of 1976, the fact that funds for construction during the fiscal year 1976-77 have been fully allocated will mean that our Ministry will not be able to proceed with construction this year. This is an unfortunate situation but numerous projects for other municipalities have been affected similarly. Our project schedules are subject to frequent review and, based upon our expectation of the capital funds to be allocated to the Ministry in future years, we are hopeful that the commencement of construction can be scheduled for 1977.
