The amendment will provide more detail of the property's heritage attributes, and will expand the list of heritage attributes to include the viewshed, setback from the apex of the triangular shaped property, as well as interior heritage attributes. The property located at 40 Albert Street (Lot 8 & Part of Lot 9 on Plan 491, Part of Princess Street closed by By-law No. 1660, being Part 1 on Plan 58R-1168) Waterloo, ON, known as the Carnegie Library, contains a two-storey red pressed brick building built in 1903 that has significant design, historical, and contextual cultural heritage value. The design value of the property relates to the building being representative of the Classical Revival style of architecture, including ornamental brickwork and pediment over the front entrance. The Carnegie Library has historical value pertaining to its association with American industrialist and philanthropist Andrew Carnegie. The Carnegie Library has contextual value as it is physically linked to the public green space and view formed by the delta, and is an institutional landmark within Uptown Waterloo. The heritage attributes of the property include the following: all exterior facades, ornamental pediment over the front entrance, centrally located steps, Carnegie and 1903 cornerstones, roof lines including the cornice and dentils, views formed by the delta, setback from the apex of the triangular shaped property, and original wood features on the interior perimeter walls.
