Bull The recent announcement by the manager of the Weston office, National Employment Service, that the name will be changed to "The Canada Manpower Centre" is indiâ€" cative of several things. First, it suggests that the Labâ€" our Department realizes that it has to provide service to job seekers and employers in line with the requireâ€" ments of the 1960‘s. (According to G. F. Warby, acting manager of the CMC office, special emphasis will be placed on counselling, training, labor force mobility, upâ€"grading, reâ€" search and labor market informaâ€" tion) Secondly, _ the _ announcement strongly implies that the Unemployâ€" ment Insurance Commission is to be avoided like a plague. The UIC will be separated from the new Canada Manpower Centres. The question which now arises is why would one government agenâ€" cy take steps to divorce itself from another? Perhaps the blame should be laid at the doorâ€"step of the Unâ€" employment Insurance Commission itself. For too many years, the UIC has been called the "pogey centre." Alâ€" most everyone has friends or knows of cases when people collect "pogey" when they have no real intention of seeking work. This however, is just a beginâ€" mning. Within a year or two, Metro expects to start on its Crosstown Exâ€" pressway and one of the sprawling Cloverleafs for this plan is slated at The Toronto Star‘s headline Monâ€" day almost made our day complete. It read: "$25 million more for Ontaâ€" rio, PM raises grants to aid educaâ€" tion". To us, it sounded like manna from heaven till we read down to the third paragraph which sobered us up, and fast. The immense sums the Ontario Goveérnment and Metropolitan Torâ€" onto spends on public works projects almost staggers the imagination. The â€" Highways _ Department spent tens of millions of dollars to build Yorkdale‘s "Spaghetti Juncâ€" tion", and similar sums are being deâ€" voted to similar intersections at Jane St. and at Weston. This morning (Oct. 20), Richard Needham‘s column in the Globe and Mail which is about a student who claims that today‘s "Ontario school system is geared toward proâ€" ducing mindless obedience in a regiment of nonâ€"thinkers, nonâ€"doers who are resigned to a life of dependency and whose collective goal is to coast to a soft, nonâ€"competative job," reminded me of my own school career. My most vivid recollections are really not of schools, but of teachers. And of all the teachers I‘ve had. the ones I remember best were those who were either (in my opiniâ€" on) extremely good or extremely bad. The rest, I am ashamed to admit, left no mark whatso ever on my character. If they did, the impression is buried way down deep in my subconscious mind, because at this moment, I certainly can‘t think of how they influenced my life, for better or for worse. The first school teacher I ever had. still strikes me as the closest thing to a saint that I‘ll ever meet. Yes, even as far back as kindergarten, I would like to bait the teach, but this one must have had an inordinate amount of patiâ€" ence, understanding, and most important love, because I still remember her as though it were just yesterday. I understand that she is now superintendent of public schools in one of Canada‘s largest cities and is due to reâ€" tire soon, if she hasn‘t already. Another teacher that comes readily to mind, is one who never, ever scolded her class or anyone in it. She didâ€" n‘t have to. Even the hardest among us. would hang our heads in shame, if through a question she discovered we hadn‘t done our homework. "That‘s just fine Frazer," she used to say (and perhaps still does), if you want to waste all your wonderful and valuable time in school doing nothâ€" ing, that‘s completely up to you. "I‘m sure William Shakespeare won‘t be offended if you refuse to take his playvs seriously. Millions ‘read his works for his poetry and sensitive insight into life, why would he care if you are not interested?"
