The municipality will be represented by Councillor Bill Wren, chairman of the finance committee, and Town Treasurer A. L. Shaw. The first recommendation is a that the Ontario Government amend the municipal act giving the sanitary inspector of a municipality power to compel property owners to instal saniâ€" tary conveniences, It is felt that without this power a town or city is unable to regulate sewage disposal within its borders, to the dctriment of the health of the citizens a large. Recommendations Go to Municipal Association Timmins Council Seek Compulsory Sewer Installation, New System of Audits and Assessment Act Change, Occupational License of W. P. Wilson at Mattagami River Reported as Cancelled. Other Matters Decided. The second recommendation is a reâ€" quest to the Department of Municipal Affairs to institute a system of muniâ€" cipal aijudits or surveys, whereby the Council may> request the Department to make a survey of conditions in a municipality, with or without an audit, the Department to supply a written report of the analysis. The Ilccal Council is also asking a change in the Act eliminating the reâ€" gulation with respect to ‘the delivery of assessment notices by registered mail, which it is claimed is costly and inâ€" efficient. It is suggested that muniâ€" cipalities be allowed to use ordinary mail for this purpose. License Is Cancelled Mayor J. P. Bartleman annosunced that the Deputy Minister of Lands and Forests has advised Timmins Theatres Ltd., and W. P. Wilson, proprietor of Riverside Pavilion, that their license of occupation for sixtyâ€"six feet of property along the west bank of the river from the bridge south to a point approxiâ€" mately at the turn of the stream, has been cancolled. According to the inâ€" structions sgiven by. the. department, Mr. Wilson is prohibited from making any charge for bathing in the river, the public to have free access to the sixtyâ€"six fost strip at all times. The cancellation of the license for the sixtyâ€" six foot river frontage does not in any way prevent Mr. Wilson from charging for parking cars on his own property, Mavor Bartlsman pointed out. Occupational licenses for ground on which a number of bathouses are loâ€" cated north of the bridge will not be renewed after expiration. Owners will be required to move the structures to new locations. When this is completâ€" ed the town will take steps to improve the river tank so that the public will have bathing facilities from the bridge to the new municipal picnic grounds spveral hundred yards north. Mayor Bartleman suggested that a board of some kind should be appointâ€" ed to supervise the entire river area. Councillor Wren felt that a previous suggestion to form a Town Planning Commission should be followed, memâ€" bers of which could take over the river project as well as a comprehensive housing plan for the entire town. Methods Criticized unciilor â€" William Roberts made formal objection to the awarding of a $10,000 sidewalk contract to the Masâ€" cioli Construction Company by Counâ€" cillors Wren and Brunette, without first getting formal approval of council. Mr. Roberts claimed that a newspaper report was the first intimation he had received that the contract had bsen let. Councilior Wren admitted that he and Councillor Brunstte had awarded the contract to the Mascioli Company, the only firm that tendered on the job. He psinted out that the contract price was under the estimated cost submiited by the engineer‘s department and felt that there was no reason to further deâ€" lay the work pending a full meeting of council. *"The construction of sidewalks has already been delayed for thme months awaiting approval of\the Muniâ€" cipal Board and the time is gettin: short." Little Girl Killed by Auto at Kirkland Lake North Bay, Augz 24. is a comâ€" mon enough occurrence for men to catch fish, but when the fish turns arcund and catches the man, it is really scmething. Sudbury Man Catches Fish But It Bit Him First That is precisely what happened to Jack Leve, of Sudbury, recently while fishing for bass near his summer camp on Trout lake. Mr. Leve unexpectedly cauzht a muskie and as he landed it, the fish caught him . . . on the left arm. The fish was not a whopper but still a qgood size. It topped the scales at 16% pounds and measured three and oneâ€"half feet long. Mr. Leve landâ€" esd the fish in his canoe without the aid of a gaff or net, and didn‘t even capsize his frail boat. The fish was caught on a regular bass plug on a light silk casting line, and gave Mr. Love a 20â€"minute fight before he landed it. When he first brcught the fish iup to the canoe, he tried to land it with his hands but had his arm bitten by the fighting muskie. After 15 minutes of playing the fish was landed.
