He admitted the tax |rate seamed high but it had been reâ€" \duced a little last year, and the town was now in sound enough position that another reduction could be expected next year. The council had realized they were spending the people‘s money :an-d had done their best to ‘keep costs down. They had built no "monuâ€" ments," and had given preference to works to safeguard health, such as the disposal plant, leaving such things as come sidewalks that might in better times be built.
