The training incentive is designed to assist private sector busi nesses, non-profit and public organiza tions with the cost of training new employees. At an August public meeting, HHS senior vice president Allan Halls said HHS is attempting to perform a delicate balancing act which tries to meet both its obligations to Extendicare residents as well as the demands from the com munity at large by using the fifth floor for uses other than long-term care. In 1998, HHS applied to the Ministry to use the OTHS site but instead it was awarded beds that must be put in place in Georgetown. ~ T D C u o The Ministry has refused to answer why the zoned and serviced OTHS site right next to the hospital was passed over during the first round of applica tions. Halls said almost one thousand beds will be coming on stream in the next several years and he explained that an HHS application similar to the first has been submitted again. Trouble is, none of the sites will be ready by September 2000 when the Extendicare lease expires. This nine or 10-month gap is what worries residents and their family members, who refuse to allow their loved ones' lives to be thrown into upheaval. If nothing else, they said, the lease should be extended.
