"Oakville's first priority should be to address the needs of Oakville, not the needs of the developers," said Oakville Green member A1 Eiger. "Once farm lands are paved over, they don't come back." If Oakville (and Burlington) tried to prevent development outright as some residents want, a large number of Ontario Municipal Board (OMB) appeals would likely be launched by developers eager to transform their properties. By sticking to an inflexible stand against development, the municipal ities could simply lose what control they do have over orderly development. Even with that understanding, Oakville Green pressed ahead Thursday with extolling the environ mental virtues of maintaining greenspace in the north: trees scrub air, prevent soil erosion and reduce noise pollution while a linked "natural her itage system" would provide a living legacy. What Oakville Green does not want to see is a piecemeal approach to land use, ending with a patchwork of greenspaces instead of a system in the true sense of the word. Of the 7,600 acres in question, 1,250 acres are seen as "sensitive," with 820 acres listed as "regu lated significant natural features" (Category 1) and "significant natural features" (Category 2). Category 1 represents land that is basically hands off, protected sites such as creek valleys. According to the study, development on Category 2 land should be discouraged but may be done in accordance with a host of local, regional and provincial regulations. Two hundred acres have been deemed Category 3, or "supporting natural features." This means such areas as woodlots that are still considered important. The general goal, says the study, is to preserve as much Category 3 land as possible. That said, devel opment may be permitted, subject to an environ mental assessment that demonstrates that "the key ecological features/functions of the area will not be negatively impacted." Category 4 (220 acres) is known as "ecological restoration opportunities," meaning smaller, more isolated woodlots that nonetheless should be incor porated into over development plans. These would help the Town's strategy to create a linked greenspace and trail system for residents as well as for wildlife corridors.
