exchanges with educa tion boards in other provinces and countries TrUstee Wendy MacKenzie Elmvale said the teacher ex change program was unfair to new teachers trying to secure positions Are these teachers who go away on oneyear exchanges going to have their jobs guaranteed for them when they returii ask this because with the lack of teachers positions available these days it seems unfair to those teachers enter ing the profession she said The teaching exchange pro gram was initiated and sup ported by the ministry of education which believed positive benefits were to be gained by having teachers from different provinces and coun tries switch positions with teachers in Ontario Ramsay said teachers in Sim coe County must meet rigid criteria to qualify for the ex change program As well the exchange pro gram sees teachers with the same background and ex perience and subject matter switching with their counter parts in other countries Rain say said One condition in the teacher exchange regulation is no more than one teacher per school staff shall be approved for exchange in any one school year BJECTED Trustee Bruce Cumming of Thornton objected to this con dition dont find this an accep table regulation What about large schools such as Banting Memorial Alliston or Brad ford Secondary It seems to me these large schools be allowed to have two teachers be said Currently there are 10 Sim coe County teachers eligible for participation in the teacher ex change program Two of these teachers however are on staff at the same school lrving Ilarris superintendent of educational services inform ed the board and trustee members that those teachers approved for the exchange pro gram must make their own ar rangeinents Last year our board approv ed eight teachers for the ex change program but six of them couldnt make their ex change arrangements so only two went Harris said The board of education ap proved the list of to applicants for exchange to other countries county would have the op portunity of replying to these proposals The committee of principals has been studying problems issociated with the operation ot Simcoc County schools in bad weather The administrative council of the SCBE published me morandum which said board trustees are very much aware of problems concerned with the safety of pupils during periods of bad weather and have ex pressed interest in improving board policy and procedures in tliisarea It is the boards belief that parent must make the final decision each day whether it is safe to send their children to school because of bad weather Ramsay said Trustee Bruce Cumming in formed the board that the final decision really rests with the school bus drivers its left up to the individual bus driver in the end whether or not CKVRs television transmission tower Sept was main tained to better than airline standards says Department of Transport DOT aircrash investigator Charles Batchelor Thursday told coroners inquest into the crash that claimed five lives that his investigation showed the twinengine Beechcraft Baron was in excellent mechanical shape the day of the crash All the controls were working properly be said and there was no indication of power failure In fact Batchelor said that based on the damage the planes propellers caused to the tower the engines were putting out good deal of power when the crash occurred The plane was travelling at high speed because some of the wrejckage was found more than 1100 feet from the tower he sai As the plane closed in on the tower Batchelor said the left wing tip caught one of the towers guy wires about tilt feet from the tower itself TURNED PLANE The im act turned the plane slightly to the left before slamm ing into tower he said The right engine mounted on the wing hit the tower seconds later and burst into flames The fuselage followed the wing into the tower and disintegrated lie said Instruments taken from the wreckage showed the plane was flying at 495 feet However he check of the tower wreckage showed the plane hit it at the 509 foot mark Batchelor said the discrepancy between the radar altimeter and the tower impact point could have been Sommerville asked him if he thought Hollinsworth was flying properly in view of the weather conditions while Robert Tuer CHUMs lawyer asked if he thought the pilot was flying too low Visual flight rules said Sommerville require pilots to fly at an altitude of at least 500 feet over nonurban areas The Falconbridge plane was over nonurban area when it hit the tower he said Tuer said pilots must stay above 1000 feet over urban areas and cited previous testimony that the plane was flying at about 450 feet over builtup areas of Barrie Batchelor said altitude regulations are not my area of ex
