agriculture and wanted more information about cottages Howard Shillington of Keswick political chairman of the committee also questions the section on agriculture Frank Kehoe an Orillia alderman said the whole report was too general and with the exception of the first few pages did not include any information that couldnt be found in the Lake Simcoe Basin Study report issued in 1975 Other representatives agreed and raised questions about money and soil erosion Shillington said the represen tatives obviously wanted to get into the fence comers He told the representatives to outline local problems in let ter to him He would pass them on to the technical committee The group agreed to meet again in December in New market to deal with more specific problems Council should update thinking on firehall Restoring the old Collier Street fireball as city arts centre would make good finan cial sense the executive direc tor ot Heritage Canada federallyfunded organization for the preservation of historical sites told news con ftttllct in Barrie Thursday Robert Phillips who spent childhood summers in Barrie before the Second World War and still visits the city regular ly said city council should up date its thinking and support the restoration project in most communities businessmen and city councils are clamoring for this sort of thing but not in Barrie he said What Barrie has to worry about is not outofdate buiidings but outofdate think IIIL ROBERT PHILLIPS Phillips was invited to Barrie by the tirehalls board of management to speak out on the restoration project now facing doubtful future followv ing councils rejection of first phase restoration contract earlier this year Private proposals on restora tion and operation of the centuryold building have been invited by council and are due Dec Heritage anada is 10000 member national charitable orgaiiiwtion dedicated to the preservation of historical buildings it has no legal power and does not provide funds for preservation or restoration Phillips said cultural fac ilities in historic buildings are good for business because they attract tourists to spend money in city and because they at tract businesses and industries by improving the quality of life for employees He said the proposed arts centre will doubtlessly require an operating subsidv but cities ROBERT GANI Calladine an nounces the appointment of Robert Bob Gani to the Mr James position of President of Collodine Baldry Formerly Vice President Sales Mr Goni assumes overall responsibility for the retail travel operations trading as Collodine Baldry the Boy Travel Lucas King and OK Johnson jointly Ontarios largest travel company Mr Callodine is Chairman of the Board already subsidize arenas and Similar facilities He said he is appalled by councils reluctance to support the restoration project and council members will regret it if they vote to tear down the firehall Eventually some enlightene ed council is going to say my God we have to provide this and theyre going to pay through the nose for it because they wont have building like this he said He said he personally likes the firehalls controversial 18705 architectural style but Im not going to argue aesth etics Im arguing money Phillips said he accepts the word of architect Peter Stokes specialist in restora tion of historic buildings who has been involved in the propos ed arts centre project that the The first report is general collection of information on the lake It shows that phosphate or nutrient pollution is constantly easing in the lake Phosphates increase with population and are attributed to sewage and water running off urban streets and farms following storm The storm water carries silt and litter and flows directly into the lake Nutrient pollution has also been described as major cause for the decline in cold water fish in the lake Increased weed and algae growth uses up oxygen needed by the fish Whitefish in the lake declined 85 per cent between 1962 and 1975 Lake trout would have shown similar decline except the ministry of natural re sources has been stocking the lake for number of years The report notes develop ment in the basin is destroying shoreline wildlife habitat The number of trees being cut down is leading to soil erosion building is structurally suitable for restoration You dont go beyond Peter Stokes he said There are people in this country crying for his advice and Barrie has it He said this years two restoration tenders the lower of which was 3184000 to put about twothirds of the building into use seemed not unreasonable and once coune cil was fully committed to the building further funds would be available from various founda tions Because of shortage of funds the fireball board cut the cost to 8145000 181128000 actual contract price for only one third of the building but coun cil reected the proposal Eit er contract cost would have included $30000 In city funds with the balance for new OMB hearing BARCLAYThe Ontario cabinet will be asked to order new Ontario Municipal Board OMB hearing on Barries an nexation application because the boards Oct decision is based on flimsy evidence while overlooking opponents uncontradicted evidence in favor the large developers who were more adequately represented at the hearing The charges are contained in l4page analysis of the OMB decision accompanying peti tion to cabinet now being circluated in the areas of In nisfil Township slated to become part of Barrie on Jan 1W8 Circulation of the petition drawn up by the township ad ministration began Thursday Only registered property owners Iivrng in the area to be annexed are eligible to sign the petition Copies of the petition have been placed in business establishments in the annexa tion area the township office and doortodoor campai in search of signatures wi be held The request for new 0MB cunnrrv hearing is based on four arguments direct interference by Ontario treasurer Darcy McKeough board rulings dur ing the hearing which preclud ed evidence from being called in some cases the board later abandoned those rulings and the OMBs reliance on evidence not presented at the hearing The petitioners claim that property owners who come under Barries jurisdiction Jan will face an exhorbitant in crease in taxes of at least 20 per cent with no appreciable in crease in the level of services presently provided by Innisfil The OMB is also accused of first accepting dersity figure of 10 persons per acre as the basis for the amount of land it would give the city during the hearing and then basing its decision on eight persons per acre as suggested planner retained by one the large developers who owns land in In nisfil According to the petition the OMB took care to safeguard the environment of the Not tawasaga River watershed in its decision while ignoring the threat of increased develop ment to the Lake Simcoe Couchiching basin The petition claims the deci sion ignores provincial guidelines for the preservation of farmland and the rights and opinions of the people who will be most affected by annexa tion By choosing next an as the date when annexation takes ef fect the petitioners say the new residents of Barrie will not have representation on Barrie council They suggest Jan 1979 as more appropriate date because it would give the city the necessary time to plan more ef fectively for municipal services and add more seats to city council All copies of the petition must be returned to the towrship of fice by Oct 28 to insure that the petition arrives at Queens Park before the 28day appeal period expires Nov Innisfil alfrk Richard Groh said Thurs No date has been set for the hearing BEDEPIT SIMCOE RESCUE SQUAD PRESENTS CHARLIE
